"MONDAY, FEBRUARY 3, SPEE-WITH-SAFETY PUN IS PROPOSED FMiDSE HIGHWAYS Is BesifMHMl to Decrease the Mouawnsr Toll of Aatomo- Tbtfe Accidents. A nation-wide survey" ot traffic conditions has resulted in the formulation of a new plaa. for the solution of th6 American bJghwey problem, designed to .decrease the ever-mounting toll of automobile accideiitH and increase aiotdr speeds, at the same time. The "apeed-with-'wfety" plan Is sponsored by a monthly nvaga ·which conducted the surv-oy. The February issue of the magazine presents -i ho results of the invetlgatioti togethor with the proposed trcheme for the rohef of the traffic situation. The principal features of tho plan are: 1. More roads, wider roads, smoother roads and safer xoadfa. 3. liegal .road speed's as high as are proved safe by scientific tests for dry and wut going. 3 A law, rigidly enforced, making it Illegal to pass tho car ahead, 4. Operation of all cars at legal speeds established by scientific teats for various sections of the road, and posted at intervals along the road-no cai to move faster or slower. j 5. iSpacings between cars to b« e'ltabl shod and posted, in a similar manner. 6. frequent inspection of ail cars for mechanics 1 defects, regardless -of whether tho ear is two -weeks or ten years old, After pointing out that the abolition of al! speed limits is suggested in soniB quarters' as a solution o4 the problem and that, on the other hand, instn a nee company officials are demanding more stringent laws, the article says * "Cei talnly, present conditions are unteriible. Highways are becoming^ 'choke*! with cars. Pernicious. traJJUc stran? tUation is setting in, and no, o~fe can toll w h a t giae results may follow I'uless pome remedy is found. More people are killed and injured, by automobiles than ev£r before. Last year, the .lumber of He? thus destroyed In this country exceeded haM of t h j total number of Americans killed tn the World War. And a million peions were injured'--roughly four limes the total of United.States eaiua ties during the year and a half of American participation in the wa. "'.These appalling figures might well be considered sufficient ground for outlawing tho automobile as a frightful menace to life and limb, Surely, the argument against the molbr car on tblsi bash is as strong, if not stionner, than that against firearms, chugs, or liquor, and perhaps all three combined. "Hf-re, then, is a double-barrelled prcblozn People want fewer accidents. On the other hand, they are demanding gi eater speed. The importance of this two-headfd question becomes evident when it Is considered that 25,000,000 automobiles are in use in the United States." In jhe- survey leaders in the auto- mobila industry, railroad executives, Insurance officials and other experts were consulted, and the "speed-with- safetj" plan vas formulated on the basis of the various authoritative ·opinions thus obtained.'
