Times Service WASHINGTON-Thc picture of the McGovern organization a a network of tough-minded young novices--somewhat obscured in the "unity" meeting with party professionals here Jiis week--emerges again in the nearly complete roster of state campaign coordinators The median age of the people who will carry the managerial burdens in the 50 states is about 28. Only a handful of the coordinators are women. Most of them | had no significant political expe- jrienee before the primaries last spring and winter. A large number of them, like Gary Hart, the 34-year-old organizational chief, are lawyers. Marvin Mandel in ! M a r y 1 a n d. At headquarters here, two figures prominent in [Sen. Edmund S. Muskie's nomination campaign have been given major operational roles: Tony Podesta is planning eanti date schedules, and Anne Wexle is running the voter-registratio effort. But in the field, operation will be in the hands, almos exclusively, of people whos first identification in politic was with Sen. George Me Govern. In the state of Washing ton, the McGovern coordinate will be Stan Barer, the 32-yecr old administrative assistant to Sen. Warren G. Magnuson. Am Kevin Connell, a young Muskie organizer, has been assigned to Alaska. But almost all of the others have been drawn from lower ranks of the original McGovern organization or from friends o; the principals. Ann Aylward, for example, a student still in her early 20s, will run the campaign in New Hampshire, where her brother was a deputy manager of the winter primary campaign. David Aylward, 23, has become deputy manager of the Ohio campaign this summer and fall. J. Joseph Grandmaison, who ran .he New Hampshire campaign, las been reassigned to New York--a state almost 25 times as big as his own. Gene Pokorny, 26, regarded within the campaign staff as its organizational genius for his primary success in Wisconsin anc Nebraska, has already opened eight McGovern storefronts in Chicago and says he will have more than 100 in his Illinois campaign before Labor Day. MEANWHILE, two of Pokorny's former assistants, William Dixon, 29, and Carl Wagner, 26, have been put in charge, respectively, of Wisconsin and Michi gan. With some exceptions, coordinators have been assigned pur- Josefully to places where they lave no past experience--where they are largely unknown, and not suspected of personal arabi ion. The sharpest illustration o he point is John Reuther, the 28-year-old son of Victor Reuther, who grew up in the politics of Michigan and the United Auto Workers, and has now been assigned to the Minnesota campaign. William Gigerich, a radio station operator with business and political experience in In- ianapolis, will run the campaign in West Virginia. But the immediate model, ac- -wding to Gary Hunt, for this nd other aspects of the Mc- Jovern organizations, is John F. Kennedy's presidential cam- aign in 1970. The Kennedy campaign had more entnusustk support from "regular" Democrats in many parts of the country, notably New York. But it entrusted general management of the campaign in the Western states to a 28-year-old lawyer, then little-known and inexperienced in politics, named Ed ward M. Kennedy. N. Y.
