Ford Asks Congressional Approval Of Controversial Turkey Agreement WASHINGTON-With little publicity and scant hopes of success, President Ford has formally asked Congress to approve a controversial agreement with Tur- key'that would allow the reopening of American military installations there in return for $1 billion in American aid. THE REASON for keeping the action Mercenaries' Trial Ends LUANDA, Angola ( A P ) - Angola's trial of 13 white mercenaries ended Saturday with "Col. Callan" telling the court he feared prison and "I am prepared to die." Callan, a Briton of Greek-Cypriot origin whose real name is Costas Georgiou, admitted ordering the execution of 14 British mercenaries for allegedly refusing to fight in addition to killing an Angolan soldier and a civilian. "I am responsible, I gave the order for that execution and no one else. I realize the consequences, OK" said Callan. who had refused to answer questions in court. He interspersed his testimony with deep sighs and long pauses as the black spectators peered down from the packed galleries. The prosecutor for Angola's Marxist government has asked for death by firing squads for all of the defendants, including two Americans, Gary Acker of Sacramento, Calif., and Daniel Gearhartof Kensington, Md., and Argentine-born Gustave Grillo. of Jersey City. N.J. Gearhart followed Callan to the stand and told the court, "Never again for any amount of money, for any cause will 1 ever become a mercenary again." quiet was that after consultation with members of Congress, the Ford administration decided there was no chance for the«Turkish agreement to pass both houses of Congress in the near future. In fact, many officials believe an attempt to force a vote this year would lead to a rejection of the four-year pact and a worsening of Turkish-American relations. The agreement was sent to Capitol Hill a f t e r a White House policy meeting on Tuesday determined that there was no alternative, given several warnings from Turkey that it was growing impatient. At stake are 26 military installations installations in Turkey, many of them electronic listening posts facing the Soviet Union, that were closed last summer by Turkey in retaliation for the refusal of Congress to lift an arms embargo. The embargo was instituted because of Turkish use of American arms in its occupation of northern Cyprus. Last fall the administration was able to obtain a partial lifting of the embargo. The Turks have threatened to close the bases permanently if Congress refuses to approve the four-year accord that assures them of SI billion in grants and loans.
