5A --June 20, 1976 'Sunday Gazette-Mail ·Charleston, West Virginia Area Firms Announce Activities Elected president of the West Virginia Chapter of the Construction Specifications Institute is Dale D. Spicer of Charleston. Other officers are Dan E. Duff, first vice president, Charles E. Anderson, second vice president: James T. Shortell, secretary, and Sidney H. Gillis, treasurer. Directors are Kennith Martin, Roy Skarl Jr., James B. McVey, Ronald L. Crocket and William B. Murray, past president. Philip Sporn plant at New Haven has promoted Ralph M. Rottgen, maintenance foreman, to production supervisor, and David R. Simonton, supervising engineer, to production supervisor of operations. Rottgen has been at the plant since 1950 and has been maintenance foreman since 1962. He lives with his family in New Haven. Simonton came to the plant in 1964 after earning an associate science degree at West Virginia Tech. He and his wife are parents of three children. They live in New Haven. Two Charleston area residents are new officers of the West Virginia Utility Contractors Assn. They are Frank Hill, vice president, and David Taylor, secretary-treasurer. The new president of the association is George Smailes of Huntington. D. Dean Richmond of Princeton has been promoted to sales manager in the Beckley office of the Charleston District Agency of Prudential Insurance Co.
