lull--Aug. 6,1 972 Sunday Gtuette'Maii w«» GOP Radio-TV Fund Cut $3.5 Million WASHIN T GTCN-4P»_ President Nixon's campaign committee has cut its radio-television budget by $3.5 million to bolster grass-roots organizing in a move to match Democratic nominee George McGovern's (success in enlisting campaign:election three months from now.jgressional races than paid radii volunteers. . . . an( j t e i ev i s j on appearances b; unmistakably f. COMING SOON The shift in spending comes as Nixon is stepping up his personal involvement in campaign planning. He now is conferring regularly with his political advisers and appears especially concerned about hew he will fare in his home state ol California. From the Oval Office have flowed orders for Republicans to stress issues, not personalities, in the campaign. These orders reportedly apply to Vice President Spiro T. Agnew, too, and Ihere are indications Agnew has been urged to cool his rhetoric --at least for the time being. The new Republican emphasis on precinct organization ties into a secondary GOP goal of giving Nixon "a more tractable] Congress'' during the second term his confident campaign chiefs he will win In are the RE-ELECTION c a m p a i g n director Clark M a c G r e gor talked of the budget shuffling as he reported in an interview that more than 300,000 persons have been recruited toward a goal of having one million Republican volunteers in the field by Labor Day. MacGregor didn't link the changes in campaign focus to McGovern's precinct organization, or to Republican hopes ol dislodging anti-administration senators and congressmen. But Republican strategists were clearly impressed with the Democratic contender's success n lining up local volunteers in the primaries, especially in crucial California. And they apparently believe strong GOP precinct organizations will have more of a spin- off impact on Senate and con- the President. * MacGRKGOR SAID when he took over as campaign chie from John Mitchell on July 1 he found a solid set of campaign plans and a good staff. But he said he decided too much money had been allocated for radio am television advertising and no enough for precinct organizing. So he ordered the $3.5 million cut in an advertising budget estimated at between $10 million and $12 million and directed the money into accelerated efforts to enlist volunteer workers under the GOP banner. None of the money contributed to Nixon's re-election effort -an estimated $30 million--is being diverted into congressional races, MacGregor said, because "we think that would be improper." CLARK MacGREGOR Shifts Emphasis But Nixon's bulge in the politi :al polls enhances the possibility hat he will gst "a more tractate Congress"--one that will iring his long-stalled legislative troposals to a vote, MacGregor said. 840 Apply, 484 Receive SBA Loans C L A R K S B U R G , W.Va.l (AP)-Disaster Offices of the Small Business Administration (SBA) in West Virginia accepted 806 disaster loan applications during July totaling $2,537,000, according to District | Director Isaac R.
