Goal of the program, according to the State Department of Highways, is to place 10 of the Pelicans -- designed to accept small litier but not bags of garbage - in each of the state's 55 counties. "It is people like you who remember America during its second century as the years when you were growing up -- it is people like you who know what the true spirit of America is." the West Virginia Democrat said. "America in your lifetime has been living proof t h a t , when a society is free, there are few limits on what it can accomplish." Civic organizations in each county will purchase the Pelicans, which will be serviced at regular intervals by the SDH. WHILE KANAWHA and Jackson Counties are pilot areas for the program, the Pelican project in the other counties is in the planning stages, the SDH spokesman said. A second Pelican in Kanawha County is being installed in front of Herbert Hoover High School. Participating in Friday's ceremony at Clendenin were SDH Commissioner W, S.
