12C July 20,1975 Sundav G«se*ttJf«il 16*5,1 There's New Health Plan For Illness, Hospitalization How Can If One of this decade's innovations in American health care is a steadily growing phenomenon called H.M.O. The initials stand for Health Maintenance Organization: a medical group that assumes re- sponsibilibrfor most of-the health car* needs of an individual or a family in return for a fixed fee paid hi advance. The cost may also be prepaid by an employer, through an insurance company, or by the federal government under its Medicare and Medicaid programs. Here is how a typical H.M.O. works: Say, for example, your daughter is found to have asthma, complicated by a series of ear and throat infections; your son breaks his leg water-skiing, and your spouse gets recurring back pain which, in time, turn out to need corrective surgery. Under most circumstances, a string of health problems such as these would cause more than.ordinary f inancial_cqncern. However, in households with H.M.O. affiliation, they would hardly make a ripple in the family budget since the protection extends to most medical expenses -- everything from routine checkups to major surgery. H.M.O. protection, which has been described as one of the answers to the nation's growing health care problems, has another advantage: having paid in advance for your health care, you probably won't hesitate to see the doctor about a "minor" ailment. The H.M.O. idea is to focus on maintaining health by prevention and early detection of disease. By treating ailments while they are still minor -- before they get a chance to turn into serious problems -- the doctor can see more patients and the cost per patient is lower. Today, it is estimated there are about __180 H.M.O.'s in operation across the coun- try, or, in various stages of development, reports the Health Insurance Institute. At least 55 insurance companies are participating in, or have exploratory interest in, the operation of more than 70 of these, according to the Institute. The participation has been in the form of loans, mortgage financing and grants, marketing and other services. Although the insurance business supports the H.M.O. concept, it feels the prepaid approach is not the entire answer to the nation's health problems. "The H.M.O. is one mode of health care delivery which can contribute significantly to solving the problems of access and cost of quality medical care," according to the Institute. "However, this is not the only form which can do so, and it is essential that people continue to have choices open to them in securing health services best suited to their own needs." Q. Here are some basic safety pointers reported by the Health Insurance Institute. 1 »· Never swim alone. Even an experi- · enced swimmer may suffer an unexpected . cramp or a sudden weakness. Plunging into cold water may also constrict the blood vessels of the skin, raising blood pressure temporarily. There are also eye and ear infections which may cause the swimmer to become temporarily helpless. »· Don't allow small children near the water without supervision, whether or not they can swim. Don't depend on inflatable toys or tubes for safety. » Before plunging in, always check out current swimming conditions. On the beach ask the lifeguard about surf conditions. If you're planning a dip in a pond or a lake, make sure the water has been approved for safe swimming. You can get that information from your health department. * See to it that someone in your immediate family knows how to administer artificial respiration. »· Keep in mind that alcohol or even a heavy meal before you take that dip may make you more vulnerable to problems once you get in the water. So, fake no chances. Either wait for the effect of liquor or food to wear off, or, do not swim. in deep water or too far out. ; In fact, points out the Institute, it is important not to exceed your abilities by venturing out too far, or trying to swim for too long a period.
