PHILADELPHIA (AP)-City and slate officials will go to Washington June 21 to discuss with Justice Department representatives a request by Mayor Frank Riz?o for 15.000 federal troops to help guard the city over the Fourth of July weekend. Gov. Milton Shapp and Maj. Gen. Harry .]. Mier Jr.. state adjutant general, will be among the people meeting with Harold K. Tyler Jr.. deputy attorney general. Lawyers f o r t w o c o a l i t i o n s p l a n n i n g demonstrations in the city during the Bicentennial celebration were notified of the meeting, but were not invited, the governor's office said Friday. The governor's office did not specify which Philadelphia officials would attend the session. Rizzo asked for the troops because of concern over possible demonstrations during the holiday weekend. President Ford is among the dignitaries expected to attend the function. On Friday. Police Inspector George Fend told U.S. District Judge Joseph F. McGlynn Jr. that police have information that one of the coalitions plans to seize a historic building. Fend, head of the police civil disobedience unit, testified at a hearing on a suit f i l e d by the Rich Off Our Backs-July Fourth coalition. The group asked the court to force the city to grant it permits for certain events during the Bicentennial. According to Fend, the coalition "expects a direct confrontation with the official celebration at Independence Hall." Fend was asked by Deputy City Solicitor Stephen T. Salt?, if he had any intelligence on possible violence. "Yes. sir." Fend said. "Even their literature says they're coming to Philadelphia to 'raise hell.' " He quoted a pamphlet of the Revolutionary Student Brigade, one of the groups in the Rich Off Our Backs coalition, which said: "While the whole world's eyes are focused on Philadelphia July 4. we can raise hell." Fend testified the Rich Off Our Backs coalition was collecting bull horns, radios to scan police broadcasts, citizen-band radios and other supplies.
