That's the way David Bayliss, native Tar Heeler describes the Outer Banks off the coast of North Carolina. This narrow strip of islands and peninsulas stretches along the Atlantic . for 120 miles. Varying in width from a few hundred yards to a few miles, the banks form a barrier between the ocean and the sound. But Bayliss wasn't talking about all the banks. He was talking about the place local people from Carteret County go to. That's Shackleford Banks just off the Beaufort inlet. Shackleford is on the southernmost part of the banks and is an area which h a s s o f a r e s c a p e d commercialism. The Outer Banks arc divided into two main sections, Cape H a t t e r a s National Seashore to the north, the most extensive stretch of undeveloped " seashore on the Atlantic coast; and Cape Lookout National Seashore to the south which extends 58 miles. Cape Lookout includes Core Banks, Port s m o u t h i s l a n d a n d Shackleford Banks. Lands of the national seashores are public property and villagers and visitors alike have free access to the ocean. On Cape Hatteras is the tallest,lighthouse in the United States. It is operated by the U.S. Coast Guard. The lighthouse warns.; ships off the Daimond Shoals, center of the "Graveyard of the. Atlantic." Eight villages are on the Outer Banks and these are excluded from the national seashore area. There are. however, no buildings on Shackleford Banks. "You feel free there," Bayliss explained about the l u r e o f S h a c k l e f o r d . '.'There's the calm sound on one side, the pounding ocean on the other, and nothing but w h i t e s a n d y . b e a c h e s between." His eloquent description was enough to make a Madison Avenue executive, or a tired newspaper reporter, envy the legendary hermit who is said to have made Shackleford Banks his home for years. Wild horses can be seen running free. Porpoises play leap frog in the green waters. Inlets connecting the ocean with the sounds have sometimes had lifetimes of less than 100 years. They appear and disappear as the result of storms. Strewn along the beaches are salt b l e a c h e d ' r e m a i n s o f shipwrecks. If you haven't taken your vacation yet, you're in luck because the next few months are the best time for a vacation on the Outer Banks. "Right now the Spanish mackerel and the big blues are in the deep water," Bayliss said. "But when the water is cooler, as it-will be in September and October, they will be closer to shore. You'll catch some now but you'll stand a better chance of catching a "big" one then." . The vacationeer who plans to take his boat, his wife and his children, will realize the advantages of Shackleford. "It just takes a few minutes to 'scoot across the sound' if a storm comes up," Bayliss said. Of course no one would consider such an outing without the precua- tion of having a radio along for weather reports. The Coast Guard also keeps close watch on the area. Tourists are advised to keep a sharp eye on the times of high and" low tides. Even natives like Bayliss and his friend have been known to overlook the importance of this. "We went up the shore not paying top much attention," he said. "While we were gigging at night and were away from the camp, the tide, came in.; We had a difficult time getting back because water that was up to our ankles before was now up to our shoulders;" They didn't make that mistake again,; CHARLESTON, W.VA. Bayliss, who can go to the Outer Banks any day he is off work, tells us how to enjoy the few vacation days we might have at the banks. "Here's what I would do," he said. "I'd get up early arid fish in the surf or troll from. the boat. Then, in the heat of the day, I'd swim or water ski. At night I would gig for flounder." Flounder lay on the bottom and wait for low tide to feed. They make delicious eating and fishing for them · is a sport many men enjoy. It is a handy device that can be made by dad while mother is packing the kids' gear. A light is necessary because flounder are gigged for at night. Bayliss attaches a light to the end of an old broom or mop handle in the following way: A rubber, waterproof socket is taped to an old extension cord. This socket is fastened to the pole with tape every few feet. A 12-volt light bulb is put into the socket. Right here Bayliss gives an extremely h e l p f u l bit of advice. "Put a little vaseline in the socket before the bulb is inserted. This will prevent corrosion from salt water and insure the bulb working longer." Attach an aluminum pie pan behind the bulb to prevent glare. Float a baby bathtub in an old car in- nertube. Into this put a fresh 12 volt battery to which the extension cord is attached.
