6A -June 13, 1976 Sunday Gasette-Ma(l Device to Reduce Birth Defects Invented (('.) .Vcic \tirk Timtt Sen-ire NEW YORK - A West German wife- husband team of doctors has invented a device that promises to significantly reduce the number of common birth defects such as mental retardation and blindness thai are due to abnormal oxygen levels in the blood during and shortly after birth. The device electronically monitors oxygen levels continuously in the body without the need to pierce the skin with a needle as is now the case, thereby achieving one of medicine's longest sought goals. Just 20 of the hand-made devices, which measure perhaps the most v i t a l single- physiologic function, now exist. They are being tested in selected hospitals throughout the world. India ( A P ) - George Fernandes, an opposition labor union leader working underground for the past year, was arrested Thursday in Calcutta, the national news agency announced Saturday. ·Fernandes. 45. had been one of Prime Minister Indira Gandhi's most outspoken critics until June 26 when she declared a national emergency and began arresting political opponents. 'The former Socialist party official organized underground opposition to Mrs. Gandhi and published tracts against her imposition of press censorship, suspension of civil liberties and crackdown on political opposition. .Sources said Fernandes would probably be charged under India's maintenance of internal security act. the government's main weapon for detaining political prisoners indefinitely without trial or stated charges. James said the West Germans were particularly interested in linking with a group like the one at Babies Hospital that treats large numbers of premature and sick infants. The American research was financed by the National Institutes of Health. James said the Huchs' device was ··made like a jewel." The device consists of platinum and silver pieces measured in billionth* of an inch, through which a tins- current flows. The platinum is heated to raise the skin temperature to 104 degrees Fahrenheit.
