By Fred Epstein PALMA DE MALLORCA, Spain -- From all you can eat for $1,000 to all you can eat for 360 pesetas ($5.88) It really doesn't sound like a success story, but it is. A man who 12 years ago built one of the world's better human mousetraps is now busily engaged in building another. Surmain sold the Lutece last year to his chef and partner, Andre Soltner, who carries on in the same tradition. Rich food, beautifully served and expensive. Jerry Delia Femina, a Madison Avenue advertising genius, coined the phrase about the Lutece; "All you can eat for $1,000." "I didn't think it was funny at the time," says Surmain, "but now that I am gone it does strike me as a bit humorous. Especially now that I am stuck with the price regulations of the Spanish tourist organization." Why Mallorca? And why the remote village of Puerto Andraitx about 19 miles from Palma, where hundreds of thousands of tourists throng all year round? "I know there is more traffic in Palma," he said, "but about eight years ago I bought this farm in the val- ,ley here and, when I sold out in New York, it just seemed logical to bring my family here to live, away from the jumbled-up life we had been living in New York." They also bought the Ojala, a 43-foot yacht that Andre and three companions sailed across the Atlantic in 1970. It actually started off as an annex of his antique car museum, which bears the august title of LaMusse de la Carrossserie Fran- choise. But the restaurant soon overshadowed everything else. "I wanted something totally Mallorquin," says Sur- main, "and that's what we strove for in the building. I used all local stone, my outside wall is built in the thousand-year-old traditional way, one stone on top other, like a jigsaw puzzle,. without a bit of mortar. It will stand for centuries." The service areas form the sides of the rectangle and the roof provides -additional table space. The kitchen, open to view, has an 18th century spit, very reminiscent of the one in the Hotel- Dieu in Beaune, busily revolving and providing the HOLIDAY INN PENTHOUSE RESTAURANT TV A T ?° J + APARTMEIVTS ... "Having built a Mallorquin restaurant, we naturally wanted to carry this idea all the way. Our name, Foe i Fum, is Mallorquin," says Surmain, "and means fire and smoke. And the same goes for the menu. We start off with a large assortment of Spanish sausages." There are about eight varieties and any one of them could make a whole dinner. Next comes a choice of soup, the traditional gaspa- cho or a clear fish soup. It's quite a sight to see Andre Surmain walking around the restaurant with a tray of freshly caught fish, showing one and all what will be in the fish soup tomorrow. The main course consists of a choice of spit-broiled chicken with a variety of sauces, green-peppercorns, vinaigre, estragon or chaseur. There is also a choice of rabbit with rasins and pinion nuts, lamb stew or fricassee of duck. ROBERT A. North PHONt 919/458-5594 The entire restaurant is a departure from standard Spanish routine, and it is here that Surmain had his biggest battles with the Spanish tourist organization. Foe i Fum has a "prix fixe" menu and that had never been heard of, at least in Mallorca. All of what's offered goes for 360 pesetas except drinks, wine, liquers and coffee. There is no tour- istic menu, that staple of Spanish restaurant fare, under which you get a bad meal very cheap. Surmain refuses to serve fish, for "there is not enough fresh to go around and I don't want to put anything on the menu that the last customer can't have as well as the first," he says. And he refuses to freeze anything, to save it for the next day, nor will he buy anything frozen to serve as convenience allows. All of which added up to a great many arguments with the tourist office, which he won. Faced with Surmain the Spanish tourist organization, which rates restaurants from one to five forks (and by rating them dictates the prices they may charge), gave Foe i Fum a brand new rating: three and one half forks. In 12 years at the Lutece, Surmain never advertised. Will he do the same here? "If you'll pardon the pun, the best advertising for a restaurant is word of mouth. As long as I put out a good meal, people will come. Only foolish restaurant owners try to cut corners. I never had any trouble getting customers in New York, and people are the same all over -- they want to eat well."
