They may even be an indication of some spectacular initiatives on the domestic scene. Mao's disclosures to visitors gave personal and official confirmation of the physical disappearance as well as the political elimination of his former heir apparent. Lin Piao disappeared from the Vhinese political scene in September, 1970. , It would appear that important developments can be expected concerning the replacement of the man who had been the regime's number two politi- cal figure sine* the puty't Ninth Congress. Thus the vhofe question of succession oi must be involved. IT IS CLEAR that the Chinese Communist party chief did not explain the "Lin Piao affair" to his visitors just to correct certain details and set the historical record straight. He evidently did it because it had become necessary that it be known that Lin no longer existed in China. If this were not the case, it would be incomprehensible that the Chinese leadership would oreak the rule of secrecy that has governed virtually all episodes in the party's life since the first sears of Chinese communism. Only the expectation of developments of the greatest importance could explain why Mao found it necessary to put all the weight of his personality and prwtife behind the disclosures . Several developments are oow powwlopected in the field of Chinese domestic policy. Whatever the formula applied, the putting into order of the party's affairs implies notably that the politburo -- now with only half its normal number of positions filled--will be brought up to full strength. The party statutes designating Lin as Mao's successor as party chief will have to be revised. On the government level, a meeting of the people's National Assembly has been awaited since last year. The Lin Piao affair is believed to have caused the delay. The assembly is to work out a new Chinese constitution, elect a new president of the republic to r , r ,, ,, replace Liu Shao Hi who was generally believed that priority Mao Tse-Tung Shake-Up Coming? Foreign Aid Said Facing Reluctance HUNTINGDON, W. Va. (AP) -- Congress is increasingly re-j luctant to approve "hard- earned tax dollars for a myriad of foreign aid programs," Sen. Robert C. Byrd, D-W.Va., said here Saturday night. "While our wishes may not have changed as to helping less fortunate nations, many of the countries we have aided are now in flourishing economic condiiton," he said in remarks prepared for delivery. He addressed representatives of 60 United Transportation Union (UTU) locals in Kentucky and West Virginia at the eighth! annual convention of the UTU'sj Bi-State Association. Congressional reluctance to send money overseas does not mean "we are losing our inborn generosity and humanitarianism," he said. SAVE *30 OPEN TO DAY 1-5 P.M.
