oju--juiy 23. Los Times LOS ANGEUES - AFL-CIO President George Meany is sending out strong warnings to state and local central MUl!f bodies against giving any support to Sen. George S. Mc- -xGovern in his campaign againsl President Nixon, it has been learned. Word of toe orders from Meany and AFL-CIO Secretary- Treasurer Lane Kirkland came amid reports from high federation sources that majority of the labor federation affiliates are now supporting McGovern Kirkland, in letters to nearly 800 state and local labor federations around the United States also is warning: "No state or central labor council officer will entertain a motion or resolution to be sent to President George Meany in an effort to change his position on this matter." - AFL-CIO's ecutive council voted Wednesday to adopt-for the first time m the merged federation's 20- year history--a "neutral" position in the presidential race. THE POSITION, advanced by Meany, is a major boost for Nixon since organized labor traditionally has been one of the mainstays of the Democratic presidential candidates. It was also learned that Meany has canceled plans for a meeting Aug. 30 in Chicago of the 158-member AFL-CIO affiliates, plus the members of the executive council. AS IT IS,* the* high federation official said, "Each affiliate is now free to make its own endorsement without having to worry about some decisions from the executive council or the general board of the federation." However, this was disputed by other AFL-CIO officials who insisted that Meany canceled the general board meeting only because he feared a pro-McGovern board vote would have, in effect, repudiated Meany's leadership. "The labor movement is split to pieces now by Meany's progressive action in trying to stop labor people from endorsing the that a pro-Democratic stand would have caused more friction than the position Meany insisted on," said a vice president of a major union. * * * PRESSURE REMAIN reportedly heavy to keep the affiliated unions out of the McGovern camp, and Meany openly is exerting pressures on the central labor councils and state labor federations to make sure they don't support the Democratic presidential ticket. There may be defiance of the orders, and AFL-CIO officials in Washington said such defiance would result in a withdrawal of the charters. Local and state central bodies are directly subordinate to the National AFL- CIO, unlike the autonomous individual unions which make up both the national labor federation and the area federations.
