Soviet Reports Cuba Withdrawal From Angola MOSCOW (AP) - An authoritative Soviet commentator told Russian television audiences Saturday that Cuban troops have already begun to leave Angola. The statement by Yuri Zhukov, who normally writes for Pravda, the Communist party newspaper, was the first Soviet comment on the Cuban withdrawal reported earlier this week by Cuban Premier Fidel Castro in a letter to Swedish Prime Minister Olof Palme. Zhukov's statement came while Angolan Prime Minister Lopo do Nascimento toured the Soviet Union on an official state visit. The commentator quoted Nasci- rhento as saying: "The Cubans will return to their homeland when we ask them, the way they have come here, as friends of our nation a'nd without-a dollar in their pockets." Then Zhukov added. "Comrades, the withdrawal of Cuban troops from Angola has already begun. They are returning home... The Angolans are seeing them off as brothers." He gave no timetable for carrying out the Cuban withdrawal.
