'paign struggles on in its final three weeks, the main contenders are encountering a credibility problem that has left the outcome very much in doubt. Amid the posters, speeches, party documents, firm pledges and solemn declarations, the Christian Democrats and the Communists are sharing a common difficulty in convincing voters on vital themes. The crucial question is which party will the voters believe? For the Christian Democrats, in power here for 30 years, the issue focuses on whether they mean what they say when they pronounce their intentions to change, to bring in new faces and to "renovate" the party and the rusty and inefficient government bureaucracy. For the Communists, who could emerge as Italy's largest party, the uncertainty focuses on whether they might change things too much, whether their presence in the government indeed would disrupt Italy's international alliances and lead to diminished freedoms. In short, both parties are being asked for "guarantees" and they are endeavoring with varying degrees of success and failure to provide them. The problem was particularly apparent in news conferences Friday when Enrico Berlinguer, the Communist party chief, and Benigno Zaccagnini, the leader of the Christian Democrats, met separately with reporters. · By Italian standards, it was an unusual event because such conferences fay the party leaders are not part of the electoral pattern here. For the two men to answer questions on the same day represented a rare departure. They broke no new ground but it was clear that they were both working hard for credibility. They both played with their eyeglasses, sometimes smiled at questioners, smoked cigarettes, showed annoyance at photographers and firmly criticized each other's party. * * * * * * * * * * * * * * * Two Major Textile Unions To Merge WASHINGTON (AP) - Two major unions in the apparel and textile industries will merge this week, signaling the beginning of a new campaign to organize the Southern textile industry: The battle will be fought around the J. P. Stevens Co., the nation's second largest textile manufacturer ,and a company the AFL-CIO regards as the symbol of "the South's antiunion conspiracy." Their chief weapon will be a nationwide boycott supported by the AFL-CIO. "The boycott will be the biggest and toughest we've ever undertaken," and AFL-CIO spokesman said. But if it succeeds, the Stevens campaign is expected to provider base for organizing some 650,000 nonunion Southern textile workers, whose wages average about $1.42 an hour below the average for all manufacturing workers. * * · STEVENS' BOARD chairman. James D. Finley. told security analysts earlier this month a boycott "wouldn't affect our business." Three factors mitigating the effect of such a boycott, Finley said, are the diversified nature of the company's product line, the fact that it makes products under various store labels and its nationally dispersed outlets. Nevertheless, the merger this Wednesday of the 350.000-member Amalgamated Clothing Workers of America and the 160.000-member Textile Workers Union of America is expected to result in a more aggressive and better-financed campaign to make a breakthrough at Stevens.
