He didn't specify the amount of his annual income or net worth. He made it clear that he holds only the minimum bank stock necessary to qualify as a director. He indicated further that his holdings and activities are minimal as a board member of Matewan Insurance Agency. Ward makes a comfortable living as a lawyer. But, like many in his profession, he has found that making law limits his ability to practice it.

THE 48-YEAR-OLD legislator first was elected to the Senate in 1970 with the financial help of John D. Rockefeller IV'the secretary of state who ran unsuccessfully as a Democratic candidate for governor in 1972. Ward reported a $5,000 contribution by Rockefeller in the 1970 primary campaign. The added financing helped Ward upset incumbent Democratic Sen. Floyd in the primary.

Notwithstanding the large contribution. Ward still contends that he has voted independently during his three years in the Senate. "Rockefeller never made any demands on me." Among other contributors were James H. Harless, a coal mining executive and G. Fred Shewey, member of the county board of education Ward said the two men, both Republicans, are among his close personal friends.

He served on the school board with Shewey for 10 years. Gerald Chafin of Delbarton, Mingo County, now the Senate doorkeeper, gave $100. Contributions to the Ward campaign totaled $7.056 in the primary, the same amount that he spent. In the general election, he received $100 in contributions and spent $146. Now Ward has some different thoughts on the subject: "Originally I was an abolitionist, but the scene has changed. Fly-by-night miners were destroying our countryside a few years ago. But today we have improved reclamation and a new sense of awareness.

"I would vote against abolition today. There should be room for accomodation among producers, conservationists and the public." Although he voted against a change in the abortion law last year, he is keeping his options open this year. He is for the death penalty, against dog racing and unionization of public employes. As for no-fault insurance, Ward is on the fence. "Basically, the last time around I was opposed to it.
