By Cynthia Lowry AP TV-Radio Writer NEW YORK. -Jack Webb, who etched' himself indelibly on the eyeballs of a nation as detective Joe Friday, is surprised that there is talk of a pending television "comeback." "I feel I'm a little ywinf for a come-back," saM the 43-year director. "Particularly since I've really been away." To be precise, Webb's comeback will be as a performer. host, narrator and occasional star of his new adventure- suspense anthology which will drop into CBS' Sunday, night scheduled for 9:30 p.m.

Sept. 30. lie a done any television acting since lie concluded the Dragnet series, but it is still around so much in re-runs that Friday remains television's'most famous Cop. Since then Webb has produced several motion pictures, acting in one of them, and produced a couple of short-lived television series, appearing in neither one. NOW HE'S "attempting a series based on true stories, published and unpublished, from the files of an adventure magazine Its official title is an awkward marriage of the name of the series' sponsor with the name of the magazine Electric It will probably be called "The Jack.

Tinning is an important Ingredient in the success of a TV show and usually involves more good luck than shrewd analysis. Webb's timing was off on his two previous series. "Our stories are in a heroic mood." Webb said. "There's a strong vein of Americanism and patriotism i through them." One of the first is a two- part tale based on the World War II exploit that prevented Germans from obtaining heavy water from Norwegian scientists and thus perhaps unlocking the secret of the atom bomb. Webb a a U.S. Commando in his first post, Friday television role. HE BELIEVES he's also experimenting with the first anthology series based on factual material.

It ranges from World War II cloak-and- dagger stuff to a tender story about a mallard a nested in the heart of a big city, causing great disruption until it had hatched its brood. But although Webb believes he has a good series, he is, quite frankly, not at all sure he's coming in with a winner. His big problem fo scheduling, a life and death factor in many a show in the past. Webb's is slotted in CBS' Sunday evening lineup following "The Real Mcftys," a country-style situation comedy which after several sea- tons ta moving over ABC.
