DEATHS AtiBOTT, William. Bill Abbott of Montreal, originally of Cheshire, England, died Tuesday, November 1, 1994 at the Royal Victoria Hospital after a brief illness. He was the devoted husband in' his fifty-sixth year of marriage, of Betty (Mary Elizabeth Wise); father of Jackie (Vince McNallv) of Montreal and Roger of Toronto. Beloved grandfather of Mark McNally of Ottawa and Johanne McNallv (Derek Meyers) of Oakville. Pressure from the United States and the Zambian government -which is hosting the peace talks -to change the constitution and create the post of vice-president for Savimbi has not been accepted by the Angolan government. The suggestion was first put forward by Western ambassadors in Luanda, including the then British ambassador, immediately after UNITA lost the 1992 elections. The question of Savimbi's security guarantees is to be decided during the next two weeks before the accord is formally signed by President Dos Santos and the UNITA leader in Lusaka. Any attempt to reintegrate Savimbi into Angolan political life with a position in Luanda would be extremely problematical. His stay in Luanda during the run-up to the election in 1992 was marred by UNITA's military takeover of the section of the city where his house was, and by an attempted military coup and targeted assassinations by UNITA personnel one month after their failure to win the elections.

The Security Council last week, anticipating the initialing of the accord, authorized the restoration of the United Nations monitoring force, UNAVEM, to its previous strength of 350 military observers. 126 police and additional support staff.
