happens in election delegates will in fact be free to vote any way they want at the national convention Under state law they are not bound to back the candidate for whom they are listed on the ballot Marvin would have wanted the gifts anyway with the amount of paperwork they have they need a paperweight but a cannonball Bryan College Station Absentee Vote Begins Election day is actually April 3 but for those who can not possibly vote on that day voting can be done early through absentee balloting Absentee balloting begins today in both cities and continues through March 30 There is one polling place in Bryan and two in College Station Absentee balloting in Bryan covers the city council elections the BISD school board trustee elections the county school trustee elections and the bond issue election Voting for any or all of these takes place at the city office at city hall In College Station there are two polling places The school district has its own polling place at the Consolidated Independent School District ad ministration building Voting at this building 100 Anderson St is for the school trustees and the school bond issue election College Station City Hall is the place to vote for councilmen and the place to vote for or against a change in the city charter Voting here should be done in the city office ord Criticizes Congress WASHINGTON (AP) President ord today accused the Democratic controlled Congress Of threatening the cities with disaster by failing to approve an extension of the revenue sharing program Speaking to a meeting of some 2000 municipal officials ord also chided Congress for being slow in providing supplemental money for an existing public jobs program while defending his veto of the $6 billion "public works bill which Congress unsuccessfully tried to override ord said revenue sharing must be renewed this year but did not share my sense of urgency It is becoming increasingly apparent that the Congress fails to understand the importance of this program to the people of the cities and counties and states of our nation to renew this program would weaken the fiscal stability of our cities You know that expiration of this program or a reduction in the payments you now receive would mean cutbacks in essential services increased public and related private sector unemployment or the im position of more taxes this is what some par tisans want But I attack on Congress followed criticism from some municipal leaders who blamed both the White House and Congress for failing to extend revenue sharing In a news conference Sunday opening the annual legislative conference of Mayors and the National League of Cities Mayor Moon Iandrieu of New Orleans said the stalemate was leaving the cities the brink of Landrieu applauded ord for proposing an extension of revenue sharing but said even ord has to realize the impact that inflation is having on our general revenue sharing funds the same time we must also point out that other actions by the President jeopardize the re enactment of this vital Landrieu a Democrat and head of the conference said ord by vetoing some 46 pieces of legislation has created such a climate in Washington bet ween the Democratic majority of the Congress and the Republican ad ministration that the revenue sharing program is being held hostage is ironic that the Democratic Congress in order to deal with a Republican administration is prepared to cut off the nose of the cities to get even with the Republican 'The general revenue sharing program heart of former President Richard has pumped more than $30 billion into state and local governments since enactment in 1972 However the program expires Dec 31 unless Congress can come up with an extension ord proposed a year extension of almost $40 billion a slight increase in funding but one which city officials say is inadequate The ord package was submitted almost a year ago but is still in a House Government operations subcommittee which last Thursday cut the program back to 334 years and froze the level of funding BI Begins Probe of Proposed Ski Area Expansion DENVER (AP) The BI has begun investigating the proposed expansion of a Colorado ski area controlled by Howard Callaway US Atty James Treece says the probe began when an agent relayed to federal prosecuters a report that a bribe might have been paid A newsman says the report originated with an anonymous telephone call he received Callaway took a voluntary leave of absence from his post as President campaign manager over the weekend after Sen loyd Haskell Colo announced that his Senate subcommittee will hold hearings on the resort at Crested Butte Colo The Senate investigation was prompted not by allegations of bribery but by questions about a meeting last Hearst Expected To Return to Court SAN RANCISCO AP) Government rebuttal testimony in Patricia bank robbery trail was expected to resume today when Miss Hearst nearly recovered from a bout questions However Kozol disputed virtually all her contentions and US District court Judge Oliver Carter ordered Miss Hearst to submit to further examination by Kozol Since last week Miss physical condition has become nearly as much as issue as her mental condition because it has slowed down her already protracted trial Jail officials reported Saturday and Sunday that Miss Hearst was improved and said she was resting comfortably without fever summer in which Callaway then secretary of the Army met with orest Service of ficials in the Pentagon and asked that the ski area be allowed to expand according to then Undersecretary of Agriculture Phillip Camp bell Campbell says he was at the meeting The orest Service is part of th Department of Agriculture The bribery allegations do not mention name But Treece said it was the possibility of bribery that gave the BI a connection to the case He said such a bribe would be a federal crime The bribery allegations apparently originated with a newsman who said he was told by an anonymous caller that $135000 has been paid The alleged recipient denied it and said he called for the in vestigation The newsman said he would not have even printed the story had officials not begun an investigation On Sunday Simon Tullai assistant agent in charge of the Denver BI office con firmed that the BI was in vestigating the case but refused further comment were told back at headquarters to refer questions to the US at Tullai said Callaway said he is con fident there has been no im propriety He said he asked to be relieved because he feels ord's reputation of openness honesty and integrity makes it to go the extra ord said in Green sboro NC that he was relieving Callaway at request Like almost all Rocky Mountain ski resorts said a column with tanks and light artillery was moving on the palace lo cated on the outskirts of Beirut where ranjieh was being defended by about 2000 loyalists and Christian militiamen Moslem and Christian gunmen fought mortar and rocket duels in Beirut and nor thern Lebanon as the country lurched toward a resumption of the 11 montb civil war leaders of both the Christian and Moslem factions went to Damascus to ask Syrian President Hafez Assad to try to avoid a showdown between ranjieh and the Moslem commander of the Beirut garrison who led a military coup last Thursday and demanded resignation In one of many ultimatums served on the president Col Raouf Abdul Samad said the president fails to resign by 3 pm (8 aun EST we shall began shelling the presidential palace" Witnesses said there was some military activity but no' artillery fire as the hour passed Samad is the commander of the Mt Lebanon district with headquarters Hammana 12 miles east of the palace One of his aides said the ultimatum to ranjieh was made in cooperation with the army's high command It appeared that the coup leaders were reluctant to move forcefully against ranjieh because they could not be certain how many of their officers and men would follow them Many of the officers are Maronite Cliristians as is ranjieh Amid the political turmoil and continuing fragmentation of government and military authority the civil warfare between leftist Moslem and right wing Christian factions appeared to be resuming Gunmen fought a mortar and rocket duel in fire blackened hotel district and police said 39 persons were killed and 48 were wounded in scattered fighting in Beirut and northern Lebanon during the past 24 hours ranjieh defied calls for his resignation fromthecoup leader Brig Aziz Ahdab and
