Arthur and Cheryl Halsted say the Kettle Valley Railway in southern B.C., like national unity, is in jeopardy. The Halsteds, in Montreal to drum up support to save at least a portion of the train track that passes near their Okanagan Falls home, suggest there is a definite link between the railroad and federalism. "The Canadian Pacific Railway built the track that brought B.C.

into confederation," Cheryl Halsted said this week. While the fate of Canada is being hotly debated, CP Rail is in the process of demolishing the Kettle Valley Railway, which the National Transportation Agency of Canada gave them permission to abandon last year. But CP Rail has agreed to sell a 52-kilometre stretch of the 303-ki-lometre-long line to the Kettle Valley Railway Heritage Society, founded by Arthur Halsted, for $2.8 million. The catch, however, is that the non-profit society must pay a 10 per cent deposit $380,000 by Aug. 16. Halsted said his small group has so far raised less than 100,000. Now the Halsteds are appealing to the people across the nation who have a strong sense of history and appreciation for the railroad.

"People in the east are more aware of the need to save heritage," he said. "We don't keep our heritage in Canada then we wonder why we have no sense of unity," his wife offered. U.S. environmental and native groups have joined to fight the issue, calling Grcath Whale the North American equivalent of the destruction of the Amazon rain forest in South America. They argue that the Quebec power is expensive and that more aggressive energy-conservation programs would make it unnecessary. Last spring, ConEd and the Long Island Lighting Co. admitted they were reconsidering their contracts with Hydro-Quebec through the New York Power Authority.

"We are reviewing our energy strategy," said Daniel Waldcn, of ConEd, in April. A ConEd official who attended yesterday's public hearing said the activists have a right to express their concerns. But ConEd spokesman Martha Liipfert said the utility has until November to decide whether to pull out.
