About 1,500 people are believed to have been inside the building when Defence and Interior Ministry troops began to shell it on the morning of Oct. 4. Most windows in the 18-storey building were shot out, and a fire that engulfed several upper floors was not extinguished until the next morning. It took the rest of the week for troops to complete their search for survivors in the labyrinthine building and the network of tunnels underneath. The New Daily Newspaper reported that one fighter at the White House heard that 415 bodies had been found there.

Komsomolskaya Pravda quoted a witness who saw "at least 200 people" killed in a building nearby. Moscow News cited journalists and medics who saw bodies lying inside the building immediately after it was stormed. Moscow News theorized that bodies could have been dragged out of the White House through underground tunnels and cremated immediately or destroyed inside the White House. But none of the sources of these accounts are identified, and so far none have been corroborated. The Independent Newspaper published a letter from a man named Nikolai Nikitenko, who said he was a frequent visitor to the White House during the siege.

He wrote that of 36 people who had left St. Petersburg to defend the building, none were still alive. The official list of the dead, however, includes the names of only 1 8 people from outside the Moscow region. Nikitenko also described firefighters who sat in the windows of the White House as it was still burning, and said people had suggested that they were waiting for hundreds of bodies to be burned. But there is also evidence that more people were able to escape than had been previously believed.

The accounts of several survivors suggest that many rebels escaped through underground tunnels leading from the building to various points in the city. MOSCOW In a country that voraciously devours conspiracy theories, the relatively low death toll in the showdown last month between President Boris Yeltsin and his opponents has become a matter of considerable conjecture. The Main Medical Administration of Moscow says 144 people were killed and 878 wounded on Oct. 3 and 4. when rebels clashed with troops loyal to Yeltsin.

But many Russians wonder whether the government has not deliberately understated the casualties. Several newspapers have fed the speculation by printing accusations that many more people were killed, and their bodies discreetly hidden, than the government is willing to acknowledge. In addition, confusion has resulted from different statistics offered by at least three government agencies. The curiosity does not seem to diminish with time. Instead, a number of newspapers have begun publishing the accounts of readers, which they have been soliciting for their front pages, keeping the questions alive.

For instance, an article published in the New Daily Newspaper recently said that up to 1,052 people had died during the revolt. Spokesmen for the Ministries of Defence, Security and Internal Affairs would not comment on the allegations. No evidence has been found to support the higher figures. But politicians opposed to Yeltsin have echoed the media's doubts. "Society has seen with whom it is dealing, how the current authorities view such values as human life," Mikhail Gorbachev said.

"It turns out that where settling political scores is concerned, they don't take human lives into account." The most persistent questions surround the White House, the home of the former Russian parliament. VASKOVICS, Veronika (nee Kaposzta-si). Dearest Michael, you are always remembered. Your loving family, Sylvia, Andria and Lara. had submitted petitions Saturday ostensibly containing 100,000 or more signatures of support. The commission, after examining the petitions for three days, concluded that only 13 had submitted enough legitimate voters' signatures. Yesterday's action is likely to revive charges from Yeltsin's opponents that free and fair elections cannot take place.

Since dissolving parliament Sept. 21 and routing its hard-line holdouts in bloody battle on Oct. 3-4, Yeltsin has ruled the country with little challenge. Yesterday, he fired the rebellious leader of his home region of Sverdlovsk who had failed to heed Kremlin warnings against setting up a "Urals Republic" to increase the region's political clout. A statement from Yeltsin's office said Eduard Rousscl, whom Yeltsin had appointed, was fired for exceeding his authority.

Tuesday, Yeltsin nullified a vote by local authorities to create a new internal republic, saying such moves would unacccptably increase separatist pressures in the country. MOSCOW Eight political parties were knocked off the Dec. 12 ballot for a new Russian parliament yesterday, including several hardline groups opposed to President Boris Yeltsin. But the political picture was not one-sided, as the Central Election Commission also struck from participation a strongly pro-Yeltsin bloc while certifying some of the Russian leader's strongest opponents, including the Communist Party. Candidates from all the parties removed from the list will still be able to run for individual seats in local districts if they can gather enough signatures.

But their parties will not be eligible to compete for 225 seats in the lower house half of the total that will be apportioned to parties on the basis of their nationwide election showing. The eight parties stricken were among 21 that, seeking to participate in the parliamentary elections, PORT-AU-PRINCE A Haitian judge ordered Shell Oil Co. yesterday to release gasoline it is holding back under a United Nations-imposed oil embargo that has stalled traffic and shut down much of the economy. The ruling could temporarily case the effects of UN sanctions intended to press the military to return power to exiled President Jcan-Bertrand Aristide. A civil court judge, Henock Voltaire, gave Shell until today to comply.

Shell and the country's two other distributors, Texaco and Esso. stopped deliveries of fuel already in Haiti after the embargo took effect Oct. 19. The embargo was imposed after the army commander, Raoul Ctidras, failed to step down, thus blocking Aristide's return. Aristide was ousted in September 1992.

"The bill gives law enforcement officers the tools to take guns away from kids," Chiles said, "and it gives us the tools to say we can punish the people who sell or deliver a gun to a kid." Under the new law, youths found guilty of carrying a gun would be sentenced to 100 hours of community service and one year's loss of driver's license. A second olTcnsc would mean as many as 250 hours of community service and a two-year driving suspension. The most controversial part of the bill deals with parental responsibility.

Judges would have the discretion to send offenders' parents to special education classes and. alter a second offence, ordering them to perform community service with their children. Many legislators said they assume that the parental-responsibility provisions will be challenged as unconstitutional, tough new measures in Colorado face a constitutional challenge after lawyers for a teenager caught with a gun argued that the law presumes guilt and presumes that otlenders are a danger to themselves or the community. MIAMI The Florida legislature, reacting to a juvenile crime wave that included tourist shootings, has voted without dissent to make it illegal for juveniles to possess firearms and to make parents responsible if their children are caught with one. The legislation, which was passed Tuesday night, mirrors similar measures approved in Colorado and proposed in Arizona, and is similar to a provision Congress has included in its ominibus bill.

In Tallahassee, lobbyists for the National Rifle Association supported the bill, which allows those under 18 years to possess firearms only for hunting and marksmanship competition. "This is not a gun-control bill," NRA lobbyist Marion I lammer said. "This bill dues what I have walked these halls for a decade and a half trying to do. This bill deals with punishing juvenile offenders for unlawfully using firearms." Governor lawton Chiles said he would sign the bill.
