Beloved son of Mo evidence Picotte linked to wrongdoing in horse racing: SQ JACK BRANSWELL CANADIAN PRESS QUEBEC Agriculture Minister Yvon Picotte quoted a letter from police yesterday saying they had found no evidence to link him to any wrongdoing in Quebec's troubled horse-racing industry. The Parti Quebecois accused Picotte in the National Assembly of questionable use of public funds involving horse-racing and agriculture fairs where government-sanctioned casinos are held.

Picotte read the Feb. 28 letter from Surete du Quebec chief Robert Lavigne after a heated exchange with PQ agriculture critic Jacques Baril. The letter, which was sent to the premier's office, said police conducted several investigations of the horse-racing industry, but had no information that would "call into question the integrity of minister Yvon Picotte." Picotte was responding to Baril's suggestion that a ministerial slush fund was being fed from the casinos. Baril had asked a clearly angry Picotte whether he was unnerved "because of all the police investigations that are being conducted on almost everything around him?" Picotte said there is an administrative agreement with the agriculture organizations that his department take some of the profits. But he said he was never involved personally and that it was organized by civil servants in his office.

But Baril persisted in asking where the money which he said could be as much as $2.8 million -was going. "It is an immoral practice and its legality is questionable," Baril charged. That prompted Picotte to fire back: "There are no ministerial slush funds." Picotte's anger then bubbled over. "Put your seat on the line (by making a formal accusation), you chicken," he shouted at Baril. The Liberals had argued with Speaker Jean-Pierre Saintonge that Picotte should be allowed to read the letter in the National Assembly because his integrity was being called into question.

Miss Palmer was born in Stanbridge East, Quebec and spent most of her life in Cow-ansville, where she was a highly respected and well liked citizen. Csppv is survived bv two half sisters, June Palmer and Margaret Estabrooks of Summer-land, British Colombia; two cousins, Paige Knight of Stanbridge East and Alice (Bullard) Butler of Richmond, Quebec. She is also fondly remembered by her beloved niece Kathleen (MacMillan) Weir, her husband John together with their children and grandchildren; Bob Ledlngham, husband of Cspps beloved niece, the late Betty (MacMillan) Leding-ham and their children and grandchildren; the families of her late sister Elizabeth MacMillan.

Instead of lining up to speak with a customs officer, the driver of their car slammed on the accelerator and sped across the U.S.Canadian border, setting off alarms that led to their arrest by police an hour later. The Vassilicv family a couple and their teenage son and daughter made their dash across the border at the Franklin, N.Y., crossing at about 3 a.m.

They were arrested at about 4 a.m., although a second car managed to avoid capture, the Surete du Quebec said. All four were turned over to immigration officials. Daviault was an instructor in criminal law at the Universite de Montreal until his appointment to the bench. He became a member of the Bar in 1972. Other members of the firm to achieve prominence include Yarosky, perhaps best-known for presiding over an inquest into the fatal shooting of Marcellus Francois by Montreal Urban Community police in 1991. Gerald La Haye. another firm member, served as coroner's counsel at that inquest. Recently, the firm was called upon by a judge to lend counsel to Timothy Dale John Cobb when the latter announced he wanted to plead guilty without a lawyer to killing 1 1-year-old Sarah Dutil. lyst and Canadian Bank Credit Analyst.

After moving to Bermuda in 1969, Mr, Storey launched the Free World Fund, a mutual fund that based its investment decisions on the analyses of his bank-credit publications. Mr. Storey is survived by his wife, Elizabeth and daughters Christina Eliot and Catherine Hirge. He also leaves three daughters by his previous marriage to Joan Jenkins: Stephanie Storey Lyles of Mason. Salhe Storey of Ottawa and Bridget Storey of Montreal, as well as six grandchildren.

GEOFF BAKER THE GAZETTE Criminal lawyer Francois Davi-ault was sworn in as a Superior Court judge at a public ceremony yesterday at the Montreal courthouse. Daviault, 47, who actually took office on Feb. 15, becomes the fourth lawyer from the firm of Yarosky, Daviault, La Haye, Stober and Isaacs to be named a judge. It really is unusual because we're such a small firm," said Harvey Yarosky, Daviault's former law partner. "We're only six or seven lawyers." Yarosky said that although Davi ault's clients were not as high-profile as those of some lawyers in the city, his work was highly regarded by others within the legal profession.

In recent years. Daviault had de fended numerous business people before the Quebec Securities Commission and served as coroner's counsel at an inquest into the death of protester Gaston Harvey during a labor dispute at the Manoir Richelieu hotel. H.M ILJIFl Investment analyst established commodities trading company Donald Robert Storey, a mutu al-fund manager and investment analyst, has died of pneumonia at the Montreal Chest Hospital at the age of 73. A Montreal-born engineering graduate of McGill University, Mr. Storey worked during World War II for the National Research Council in Ottawa and then launched a long career as a business entrepreneur.

He established Stabo and the first Canadian-owned interna tional raw-commodities trading firm and was the first editor of the International Hank Credit Analyst, which dealt with international money markets and banking. I le later became editor and pub lisher ol the U.S. Bank Credit Ana.
