But suddenly, many Jamaicans are longing for a peek beyond the horizon to a time when Prime Minister Michael Manley, 66, and his longtime foe, Edward Seaga, 60, no longer dominate centre stage. With a narrowing of the ideological gulf separating the two and an economic stagnation that has not been solved in alternating stints by the two as prime minister, signs that that horizon may be fast approaching have quickly begun to multiply.

While opinion polls have traditionally found Jamaican voters starkly divided between their two irreconcilable camps, recent surveys have shown that nearly 40 per cent now consider themselves politically uncommitted. Meanwhile, from newspaper columns to private conversations, discussion here turns around what many are calling the country's of leadership." For Manley, the slide comes after one of the most deeply savored electoral victories of a lifetime in politics. A little more than a year after beating Seaga and returning to power in 1989, Manley was found to have prostate cancer. Though his surgery was successful, Manley's recovery was slow. Since returning to the job full time last fall, he has often been described as lacking his former energy, and is thought to be waiting for the right moment to call new elections and step aside.

A lawyer called Des Plaines police Tuesday afternoon saying a client found the money and it would be returned. The finder took it home and counted it, but reportedly did not attempt to spend it, Randolph said. After hearing a radio report Tuesday morning about the missing money, the man called his lawyer.

Storm didn't rule out criminal charges against the man. The officer who lost the money is a 20-year veteran of the force and has worked undercover for several years. QUEBEC James Bay agreement is law, court rules Key decision in attempt by the Cree to stop Great Whale A federal court order yesterday was an important step for the James Bay Cree in their attempt to delay or stop the $8-billion Great Whale hydroelectric project. The Cree are in court to try to force Ottawa to carry out an environmental review of the controversial project, the first part of massive James Bay 2 development. In a ruling in Montreal yesterday, judge Paul Rouleau declared that the 1975 James Bay Agreement has the full force of law.

The decision means that federal courts have jurisdiction to enforce the agreement including provisions requiring that committees be set up to determine the environmental impact of any development. ASSOCIATED PRESS The order was part of a court action launched by the Cree against Raymond Robinson, head of the Federal Environmental Assessment Review Office, asking that he be compelled to pursue the environmental assessments. A final ruling is expected April 2. Since the Great Whale project was announced, Ottawa, Quebec and natives have tangled over who has jurisdiction over the environmental review process. Currently, Quebec has split the environmental review of Great Whale.
