The 1989 agreement came after months of discontent on the islands, where local residents protested France's overfishing by closing the airport to French planes. Canada gets ready to settle fishing dispute with France CANADIAN PRESS OTTAWA Canada's day in court with France to settle a territorial dispute over the waters surrounding the tiny French islands of St. Pierre and Miquelon inched closer yesterday.

As part of a March 30, 1989 agreement, both countries agreed to send the dispute to international arbitration. Canada and France filed their initial positions called memorials last June. The rebuttals to these papers the counter-memorials were filed yesterday. Brian Peckford was enraged by that "The last thing I want is some accord, and the deal collapsed in journalist asking me why I am saying that," he said. The dispute over the waters surrounding the islands just south of Newfoundland dates back to 1977.

At that time, Canada proclaimed a 200-nautical-mile limit off its eastern shore, including the seas around the islands. Before that, seas beyond Canada's 12-mile territorial limit in- Book about Munro's career lost money, trial is told CANADIAN PRESS OTTAWA A biographical book about John Munro's political career lost money for the people who invested in the project, his accountant said yesterday. The book was published by Munro's campaign for the leadership of the federal Liberals in 1984 and chronicled his 25 years in politics. Richard Sniderman told court. Munro and six other men are on trial on 37 corruption charges related to his run for the leadership of the federal Liberals.

Sniderman had the idea to publish a book about Munro as early as 1981 and arranged with Munro to buy the rights, he told court. The book was partially written in 1984 when Munro announced his candidacy, Sniderman said. It was Sniderman who put together a partnership of four investors including himself- to pay for publication of the book, he said. Some of those investors had also invested in computer software being developed for Munro's campaign, he said. Sniderman said he then suggested the partners turn over completion of the book to the campaign.

The campaign workers "overstepped" Sniderman's objectives for the book and it did not turn out the way he had hoped, he said. He wanted it to be about Munro's role in the evolution of Canadian politics from the early 1960s to the mid-1980s. Sniderman did not say why it fell short of his dream. The book cost about $45,000 to publish, not including the copies that were distributed by the campaign. The campaign owed money to investors for use of the book but it was never paid, he said.

Sniderman said Thursday that he believed the campaign was deep in debt after the June 1984 leadership convention. In the spring of 1985 Sniderman wrote to the shareholders telling them it was unlikely the campaign would paid off the debt and they would not be able to recoup their investment. He told them instead what portion of the loss they could write off on their taxes, he said. Sniderman was Munro's accountant and says he was not directly involved in his campaign for the leadership..
