Broadbent urges changes to Meech Lake By PEGGY CURRAN Gazette Ottawa Bureau OTTAWA New Democratic Party leader Ed Broadbent wants improvements in the Meech Lake accord and refuses to say whether he'll still support the deal if he doesn't get them. Broadbent, who voted for the pact" in the Commons two years ago; told reporters yesterday changes adopted by his party's governing council last weekend aim to correct flaws in the constitutional agreement and break the deadlock that threatens to kill it And he dismissed as short-sighted; criticism levelled at him by Prime Minister Brian Mulroney and his Quebec lieutenant, Environment Minister Lucien Bouchard. Mulroney warned of a political cost to the NDP and Bouchard said' the party demonstrated a profound ignorance of Quebec when it recom- mended changes in the accord, which, recognizes Quebec as a distinct so-; -ciety in the Constitution. But Broadbent said Canada has" changed since the deal was struck, two years ago and urged the prime minister to pay attention before it's too late.

The federal government and all 10; provinces must adopt the pact by June if the accord is to survive. However, two provinces, Manito-; ba and New Brunswick, have refused to sign. A third, Newfoundland, is showing signs of backing out. "We're dealing with a constitutional impasse in Canada," Broadbent said outside a caucus meeting. "Instead of being an ostrich and burying one's head and pretending it doesn't exist, some of us are come to grips with that." 4 Broadbent said the Meech Lake; accord can be made acceptable to many of its critics without changing its spirit, either through changes to: the existing document or a parallel agreement.

OBITUARY WALTER DONALD LOWE Mr. Walter D. Lowe passed away suddenly at the Calgary Foothills Hospital on September 6, 1989 at the age of seventy-five years. Beloved husband of Charlotte Rose, Calgary, dear father of Robert, Edmonton, Donald and Suzanne, Calgary and dear grandfather of Jean-Paul and Tristan. He is also survived by a sister, Ellen Gwinnett, Montreal.

He was predeceased by his parents, Richmond and Louisa, and a brother Ted. Mr. Lowe began his forty-four year career in the Quebec Dairy Industry in 1935 as an accountant with the Montreal Milk Producers Association. He became General Manager in 1948 and later joined the Montreal Dairies Association as Secretary-Treasurer. In 1970 he was appointed D-rector of Services Research with the Quebec Dairy Council in Montreal, a position he held until his retirement in 1978.

Mr. Lowe was a member of the Farmers Club of Montreal and the Canadian Agricultural Hall of Fame Association. Funeral services were held at Ley-den's Chapel of Remembrance, Calgary, September 8., with cremation at the Bow Valley Crematorium.
