The transponders, capable of transmitting location and identifying the vessel, would signal constantly or on cue to either a space satellite, a shore base or to nearby patrol boats and planes. Another proposal, which would cost 1 0,000 to $20,000 per vessel, would place "black boxes" incorporating the transponders with an on-board computer that fishermen would use to report their daily fish catches. The internal documents, obtained for Southam News by researcher Ken Rubin, contemplate a $400,000 pilot project to equip at least 10 fishing vessels operated by National Sea and Fisheries Products International the East Coast's largest fish processors with black boxes.

The project is scheduled to start this summer. But eventually, the department envisions all the about 130 Canadian offshore vessels and the about 100 foreign vessels operating in Canadian waters being equipped with "black boxes." About 30,000 smaller fishing boats which operate close to the shore are unlikely to be required to grinding and his muscles tight. According to documents obtained under access to information legislation, the federal government is exploring ways of using satellite and electronic surveillance technology on its East Coast fishermen. Teenager Tiffany Layer testified yesterday that she saw her father, William Layer, shoot her mother, douse the body with gasoline and ignite it as the girl lay on the couch where she had been shot moments earlier.

"Now you're going to pay, you bitch," Tiffany said her father remarked as he leaned over his estranged wife. Layer, 50, is charged with killing Nicole Layer and wounding his daughter with a shotgun in their apartment in Quccnsbury, in upstate New York, last Sept. 6. The Layer family had lived in Kirkland for a decade before moving to the United States eight years ago. Bill Layer is on trial on 11 charges, including second-degree murder, first-degree manslaughter, second-degree attempted murder, first-degree attempted manslaughter, second-degree assault and second-degree arson.

Yesterday, in the fifth day of Layer's trial, Tiffany told of being awakened by a sharp pain in her left hip as she lay on a couch. "I screamed," she said. "I was i just screaming, panicking. I was trying to get up." She said her father was inside the apartment doorway and looked "like he did when he got mad," with his face "kind of reddish," his teeth.
