A 44-foot roadbed would be built to carry a bituminous surface 24 feet wide. Open ditches would be cut to carry off surface water and East Cedar Creek would be relocated east of the new roadbed.

In order to protect existing businesses on Quincy the east location would I 16 FT be developed as a limited access roadway with connections at the south city limits; at K-47; and provision for entrance of other east-west streets on which the Highway Commission could agree the city might wish to develop. Meschke said the meeting would begin at 10:00 A.M., and would be conducted by representatives of the Highway Commission. One of the locations for consideration would be along the present traveled way on Quincy street from the south city limit north to 13th Street. This would then diagonal northeast to the half-section line and then go north. Between 1st and 15th Quincy would be widened to 53 feet from back to back of curbs to handle four lanes of traffic. This can be built within existing right of way lines but it will be necessary to raise the grade in places.
