The reason for the examination was a slight accident which occurred through the incompetency of an engii neer. AppHeaftion will be -made to the: Board of Supervisors of Tulare County for the formation of twentythree new swamp land districts in that county. The lands are located in Mouachee Valley, Kern River, sixty miles due east of Visalia and in the Independent Laud District. They were surveyed last Summer, and there is a suit now pending for the purpose of determining the relative rights of Earl, Payne and others as applicants for the State title. The lands lie in tho upper Sierra, a south of Mount Whitney.
