Mockingbird is another Sunday night winner for the CBC, which has had a succession of 'em this season. A bit of Canadian television history will be made tonight. Heaven on Earth is this week's presentation on Masterpiece Theatre (Vermont ETV-33 at 9 p.m.). The 90-minute drama is the first Canadian production ever televised in the prestigious Public Broadcasting Service series. CBC viewers may recall Heaven on Earth as one of the highlights of the 1986-87 TV season.

The independent production co-scripted by Peter Pearson and Margaret Atwood dramatizes a bit of obscure history. The film traces five fictional orphans. Their stories are based on the phemonenon of "home children," 125,000 homeless waifs who were sent from Britain to families in Canada between 1867 and 1914. Sian Leisa Davies, an excellent young Welsh actress, plays a 14-year-old emigre who becomes surrogate mother to the children of a widowed Ontario farmer (played by R. H.

Thomson). Heaven on Earth is family drama at its best. And given the improving standards of Canadian production, it's a safe bet that PBS will look north for more Masterpieces. This is another one of those nights when you need a videocassette recorder and at least two friends willing to swap tapes. At 8 p.m., the viewing choice is clear.

The CBC telecasts Mama's Going to Buy You a Mockingbird and it's a must-see. Then at 9, with Mockingbird only half over, things get very hairy. Channel 33 has Heaven on Earth on Masterpiece Theatre. CFCF-12 telecasts My First Love, an ABC movie starring Beatrice Arthur and Richard Kiley as old flames reunited in the autumn of their years. And CBS (WCAX-3) presents The Tenth Man, a Hallmark Hall of Fame adaptation of Graham Greene's novel, starring Anthony Hopkins, Derek Jacobi and Cyril Cusack.

CJFM and Le Faubourg Ste. Catherine are helping the Ville Marie Foundation with its Christmas fundraising campaign. Beginning tomorrow, the FM station's staff will help man a collection centre at Le Faubourg. Non-perishable foods, new toys and cash donations can be dropped off to help Ville Marie's handicapped, disabled and disadvantaged social service clients. There will be a charity auction, with a CJFM announcer serving as host, every day at 12:30 p.m.

Pat Mastroianni, the street-wise Joey of Degrassi Junior High, won a Gemini Award, beating out a field of more experienced TV performers. And tonight, Louis Tripp, another adolescent, acts his way into contention for a 1989 Gemini. Tripp plays Jeremy Talbot, a precociously bright 12 year old whose struggle to cope with family tragedy is the focus of Mama's Going to Buy You a Mockingbird.

The CBC movie adaptation of Jean Little's novel will be telecast at 8 p.m. on CBMT-6. A jug-eared redhead who gazes sardonically at the world through thick glasses, Jeremy looks and speaks like a -young Ted Koppel. When he is rjQt polishing off crossword puzzles, the nerdy lad isbirdwatching, sharing his interest in ornithology with his schoolteacher father, John Talbot (played by Geoff Bowes). The family is rounded out by kid sister Sarah (Marsha Moreau), target of Jeremy's most stinging wisecracks, and mother, Kate (a superbly understated performance by Linda Griffiths, who's always great).

As Mockingbird begins, it's 1959. We first see the Talbots in a Christmas home movie, with Jeremy running around in a Davy Crockett hat. Their middle-class tranquillity is soon to be shattered, however, by the 'favorite dramatic device of made-for-TV movies. John Talbot has cancer. 1 Mama's Going to Buy You a Mockingbird chronicles the progress of the affliction as it affects the victim's family Jeremy in particular.

--Were this an American network Disease-of-the-Week movie, the Talbot troubles would be played for maximum tears. But Mockingbird is more subtle, more in tune with the emotions of a young man who tries very hard to be unemotional. And if the Talbots were an American TV family, Jeremy would be played by some young scene-stealing matinee idol. But Tripp acts like what the role of Jeremy Talbot demands an intelligent and awkward kid. excellence is further proof that Sandy Wilson works well with youngsters.

The director of My American Cousin turns to TV for Mockingbird and gets more great performances out of actors whose parents were kids in the 1950s, which stem to be Wilson's favorite decade. As was the case with her Genie Award-winning movie, Wilson takes great care to get period detail just right: Hula hoops, Don Messer's Jubilee on the black-and-white console TV set, chrome-laden cars, saddle shoes and Fats Domino hits. There is, however, an anachronism perhaps planted by Wilson or her set designer to see which baby-boomers out in 'Tyiand are paying attention. On the wall of Jeremy's room -ii 1959 is the album cover of Never Loved a Man, Aretha franklin's debut LP for Atlantic Records. Lady Soul did not cut the record until 1967.
