EMPLOYMENT OF INDIANS.

We publish, in another column, an article from tho Globo Belt, giv iiK an account of tho employment of Indians by a Gila county Min ing company to build about four miles of road, also tho action taken at a mass meeting held by tho oitirPiis of that town. Tho Belt inclines to the bolicf that it is proper to employ theso Indians io do this work, while tho Times denounces it as an outrage and a usurpation of tho rights and of tho white laborer. Whilo thoro is probably no law against employing Indians to do labor off tho reservation, yet there is a moral obligation that should absolutely forbid it. If managers of mining companies so far forget themselves as to forgot American labor and employ Indians, not taxed, it is to bo hoped tho govern ment will seo tho force of tho pro test sent in from Globo and recall tho Indians to the reservation. It is said tho policy of the gov ernment is "to make tho Indian self- supporting as far as possible.

This is all well enough, but lot them do so on tho reservation. They havo hundred of sauaro of tho finest timber, mineral and agricul tural lands in tho Territory which are as yot practically untouched If the government's jnolicy is to havo tho Indian becomo taining, teach thorn to use and de velop the land that has been sot asido for them. Thoro arc enough on tho reservation to keep every Indian at work for all timo to come, tand if properly doveloncd. to make every ono of them self-sustaining. Tho American people pay taxes for tho support of tho Indian.

Tho Indian is not taoxd. Ho may cumulato all ot tho wealth oi a Rothschild anil yet not ono cent of taxes can bo imposed on him. So long as there arc reservations sot asido for him and tho government supports him it should not bo tho policy of tho govornmont to allow him to como into competion with the American laboring man, who supports the government. Teach the Indian to becomo sell sustaining but do it on tho reservation, whoro tho opportunities are abundant and no ono to with him. ARIZONA STATEHOOD.

At a gi eat meeting held at Phoenix a few days ago, which was attended personally by nearly ovory prominent man in tho Territory, a strong committco was created, headed by Col. C. Green, tho Cananea copper king and the strongest forco in tho Territory, which will camp out in Washington this winter with tho congressmen. This committco will put up such a fight as was novor made in behalf of any Territory socking admission. Arizona has long been populous enough to cntitlo her to statehood.

She has today a much larger pop- ulatiOn than cither of a number of States. Sho would have been admitted years ago but for tho fact of her presistcnt Democratic majority, Tho last national Republican platform declared for tho admission of Arizona, Now Mexico and Oklahoma, but considerable opposition to tho latter is manifested by tho Republican press. The Los Angoles Times, a Republican newspapor having a largo circulation in Arizona, unblushingly notifies tho people of that Territory that as soon as they can a reliablo Republican majority Arizona will bo admitted. Wo quote its own language: "Just as soon as tho Territory of Arizona is proparcd to show proof that a majority of tho citizens aro politically in sympathy with tho controlling powor at "Washington, which ropresonts a majority of tho American people, will its request for admission into tho family of States be likely to bo granted by the American Congress, and not sooner. In other words, Aiizonamust either show a Republican majority or olso wait until thoro is a Democratic majority in Congress.

"Wo should strongly adviso tho formor alternative, as life is short and tho Territory is growing rapidly." Tho Times, in tho samo article, acknowledges that Arizona is in every way fitted for statehood. Tho Philadelphia Ttlegraph and a number of other Republican papers tako tho samo position as tho Times Thoy declare frankly that until Arizona can como into tho Union as a roliablo Republican Stato sho can't como in at all. But tho pcoplo of Arizona aro thoioughbrcds and are not going to bo bulldozed into sacrificing their Democracy. Congress must admit Arizona as sho is or not at all. The two angels met at the Guardian oflico and smacked in approvod stylo whilo tho refulgcnco of so much feminine beauty suddenly assembled at one point was so great it guildcd the dobo walls and made tho old job press look like it was gold plated. Thoy planned to go up to Solomonvulo and turn Bro Kelly around, but tho sun slip- cog on us and we went over to the Jones Hotel. Now if there is anything better on earth than Wiley's accommodations, it is Wiloy himself, whilo Brother Johnson presided with graco and elegance in tho basement.

In tho evening tho party in a two-seated carriage drove to Thatcher through verdant lanes, a retreat for nightingales and lovers. Birdno went down to perform in a theatri cal bout but got scared and drove entirely around the place of meet ing and returned. Saturday we took in Bowio, Bowie is a hot ono. There wo saw real trains go by, when the trains aro not in, the liveliest place in Bowio is tho grave yard. Miss May Huffcr teaches the small kid how to behave in spite of his frcck les in the little brown school house across tho track.

Here wo bade good-bye to Mr. and Mrs. T. A. Pascoc, Mr.

and Mrs. Chas. T. Martin, Bob Sloan and Lee who were on their way to the Masonic Grand Lodge at Pres- cott, also Fred Wcstmeycr return ing to California, and a delegation of noblo old boys going to Pcarco Miners Union, tho party consist ing of Messrs. Houston and Lowis of Globe and McCarty, Schiller and Weeks from Troy.

Miss Rose Pendleton and Mr. Jewell came in from the west and Mrs. Boss, wife of the O. D. hoist engineer, along with tho babies camo in from tho east.

On tho re turn trip we woro overwhelmed with affectionate good-byes at Safford. TJuclc Jim -Robinson appear ing on the scene with a bundle of mnm" nn hiir ni nP Imir supplemented b' another from Mrs. Birdno, all of which were turned over to us for delivery in Globe. Another trophy capturdd on tho trip was a two and a half pound pear swiped one murky night from Chris Madsens orchard near Thatcher. Our profound thanks go out to all those dear friends who endeavored with such splendid success to shower sunshino along our way whilo among them.

May prosperity and long life attend them. Globe Times. A LEACHING PLANT. One to be Erected Near Safford Within Thirty Days. A leaching plant, which will be erected on the river just one mile east of Safford is now on tho way and will arrive "here within the next thirty days.

This plant has been ordered and will bo erected by Prof. John Williams, who is an expert chemist and metallurgist and is a graduate of the University of Edinburgh, and Judgo John Blake. It will be built for the purposo of treating tho ores of the Horse Shoo mine, which shows thousands of tons ofsolicious ore on tho surface which can bo successfully and profitably treated by the leaching process.
