The call for action against the underground economy, where people provide services for unreported cash or goods and services, is a central recommendation of a review of Ftevenue Canada's taxation branch by Woods Gordon, a management consulting group.

The report, tabled in the House of Commons yesterday by Revenue Minister Perrin Beatty, claims many participants in the underground economy know their activities are acceptable to society. "Not many people think that babysitters, student gardeners and snow-shovellers should pay tax on their earnings. 'Poorly paid' "Some might feel more strongly about cleaning ladies, waiters and taxi drivers. What about produce vendors and other part-time workers? There is a perception that most of these people are poorly paid and that it would be unfair to impose income tax on them," the report says. W.

So Saucier wound up living in a disused bus with only $20 a week for food and clothing.

"That's real independent living, isn't it?" observed provincial court Judge Lawrence Brahan after hearing Saucier's story when he pleaded guilty to committing three break-ins. Saucier, 18, told police he committed the crimes to get food or money for food. A probation report said Saucier has been a ward of government agencies "since the day of his birth." 10 cnarging interest on what they owe. The Farlinger study was commissioned by then Liberal revenue minister Pierre Bussieres after his department came under attack for abusive practices. The abuses were highlighted in public hearings by a Conservative task force headed by Beatty. The report, which cost more than $1.5 million, recommends a number of moves to improve the department's internal operations, but recognizes Beatty has implemented many essential reforms since becoming revenue minister. Because he would be on his own when he turned 19, social workers decided he should get some experience in living on his own. Court was told they cancelled the agreement with his foster parents and entered into one with Saucier.

Under the agreement, he received $325 a month. He would live in a bus which he would rent from his former foster father for $100 a month. But the court was told that he had to pay $140 a month to have somewhere to park the bus, leaving him with $85 a month for all his other needs, including food. Brahan placed Saucier on two years' probation with his probation officer to approve Saucier's living arrangements.
