Two weeks ago, G. Gordon Liddy "the biggest buffoon of the whole JVatergate mess portrayed a co-v caine smuggler of all things (gee, 'those Miami Vice writers are orici- ner's apartment. I'm a bit dubious about the appeal of neurotic neighbor Susan Wilcox (Carlene Wat-kins) and tired already of Lester Mintz (James Tolkan), Susan's mobster boyfriend. On balance, though, Mary is going to be fun to watch.

Moore is older, looks it and she will not be playing the touchingly naive babe in the WJM-TV woods we all loved on The Mary Tyler Moore Show. What Mary retains from her last sit-com go-round is her ability to play the perfect straight person, around whom eccentricity and droll one-liners abound. Mary is going to make it a nice addition to the Wednesday night sked and reason to turn on the set before St. Elsewhere begins. DIAL Spinning: Twelve months have flown by since The Cabbage Patch Kids' First Christmas first enlivened our holiday viewing.

It's that time of the year again; and the special starring those cuddly little masterpieces of the mcrchandis- critic (the new show's Ted Baxter, and perilously close to becoming a cartoon if the writers aren't careful); Tully (David Byrd), a legally-blind copy editor whose job is protected by his union, which lets him stumble around the office bumping into things and saying "I can't be and Jo Tucker (former Bob Dylan backup singer Katey Sagal), the tough-talking "Eye on Chicago" columnist who has the desk opposite Mary's. Tucker had some of the best lines Wednesday night; and she's my early favorite to star in a Mary spinoff. At a certain point, nonsmoking Brenner turns to chainsmoking Tucker and says "I don't suppose I could ask you to "Not if it would end world hunger," Tucker replies before the re-quest to stop puffing is out of Mary's mouth. The Chicago Eagle scenes were stronger than those in Mary Bren- nr's art will be rerun tonight at 8:30 on WVNY-22 and WMTW-8. Bad timing, because the stores close at 9, so young viewers, who watch the show will have to yell and kick and hold their breath until tomorrow morning This weekend's Metropolitan Opera broadcast (CBC Stereo, tomorrow afternoon at 1:30) is the Met's new production of Mozart's magnificent The Marriage of Figaro, starring Kathleen Battle, Frederica von Stade and Rug-gero Raimonde I'm not making this up: Tomorrow night's episode of Lady Blue (never mind the channel and time; this show stinks) is about Texas outlaws who hijack a shipment: of bull semen.

For one-liners on this, tune George Balcan or Ralph Lockwood It's that time of the year again. The CBC (CBMT-6) will telecast its traditional year-end interviews with the leaders of Canada's political parties: John Turner Sunday at 5:30 p.m., Prime Minister Brian Mulroney this Wednesday at 9:30 p.m. and Ed Broadbent on Sunday, Dec. 22 at 5:30 p.m. The nice thing about these Christmas specials is they're not commerciat you can't buy a John Turner doll, even if your kids want one Best line of the week was David Letterman's comment on CBS's scheduling of An All-Star Party for Dutch Reagan followed by The Tenth Annual Circus of the Stars: "Why can't television be that good every night?" The Reagan salute which featured Charlton Hes-ton, Dean Martin, Emmanuel Lewis, Frank Sinatra and Burt Reynolds was a prohibitive favorite to win the title of Television Program You'd Most Like to See Hijacked by Terrorists and Rescued by Egyptians.

plots and strong acting. Miami Vice is to St. elsewhere. Hill Street Blues and Cagney Lacey as Duran Duran is to the Beatles. If this is the TV Show of the 1980s, bring on the '90s.

It is courting fate to be excessively negative on Friday the 13th, so let's talk about Mary. The new Mary Tyler Moore series, which made its debut Wednesday night, marked the return of a TV legend and was awaited with great expectations and some trepidation among viewers for whom The Mary Tyler Moore Show represented the ne plus ultra of television comedy. To all the discriminating MTM fans who prayed Mary wouldn't embarrass our girl, Mikey says: Relax. The new show looks like a winner. It is bright, sophisticated comedy, reminiscent of The Mary Tyler Moore Show's reliance on wit, timing and superb ensemble acting.

In the pilot episode, Mary Brenner (Moore) loses her job when a fashion magazine folds and finds herself applying to write the "Helpline" consumer advocate column at the tabloid Chicago Eagle (a late name change from "Chicago Post" when the real Chicago Post threatened to sue.) Mary's colleagues are, of course, a collection of card-carrying loon-ey tunes: Brash managing editor Frank DeMarco (James Farrentino) who horror of horrors tried to come on to his new employee and was rebuffed in no uncertain terms by the new, tough Mary of the 1980s; Ed LaSalle, pompous theatre i u. y. i MARY TYLER MOORE It look good 15 min.) Innovative, exciting and stylish as all get-out last season, Miami Vice has become dull and cliched.

How many Hispanic heavies can we watch escape into the Miami sunset? How many tight close-ups of Don Johnson exhaling smoke and pondering the injustice of it all can we take before we cry "Enough already!" Even Edward James Olmos, whose Emmy-winning portrayal of Lieutenant Martin Castillo is Miami Vice's main virtue, is beginning to look tired. Notwithstanding the bestselling soundtrack album, the Don Johnson magazine cover stories, the 1986 Miami Vice calendar and all the grotesque hype surrounding the program, it is time to reach an honest if uncharitable conclusion: Miami Vice is a lousy TV show. It's not that the emperor has no clothes. Quite the contrary: He has a closet chock-full of fashionable pastel silks, suitable for evening wear and drug busts. Miami Vice is all dressed up and has nowhere to go but downhill unless the writers come up with a new idea or two.

Ostensibly an episodic drama, Miami Vice is becoming a prime-time cocktail party in which the rich, famous (and, very rarely, talented) drop in, snort and perhaps speak a line or two, fire off a few rounds and then disappear. Who can we expect to see in future episodes? William "The Refrigerator" Perry as a coked-out athlete smuggling kilos of the drug in his athletic supporter? Tina Turner as Sonny Crockett's next love interest? Mary Lou Retton is probably available and think of that great slow-motion shot as she back-flips down a neon-lit street before doing a forward two-and-a-half into Sonny's convertible. Does G. Gordon Liddy kick down tfie door for future appearances by John Erlichman, HR. Haldeman and John Mitchell? What the heck, Richard Nixon would make a credible dope-smuggling kingpin.

There is no such thing as an improbable Miami Vice guest star. The only qualification is notoriety.
