Fagft Two THE BISBEE DAILY REVIEW TP: Wednesday Morning, July 20, 92 INCREASE OF TAX ABOVE LEGAL RATE TO BE ASKED IN ORDER TO RE-BUILD BRIDGE WASHED AWAY The state tax commission composed of Messrs Frank Luke, K. A. Hughes and Chas. it. Howe, will be in Tombstone Saturday to confer with the board of supervisor.

The board has filed an application with the commission to declare an emergency that it might levy a tax above the 10 per cent allowed by law. The board is asking that the emergency be in the sum of $40,000 to cover the expense of building a new bridge ovar the San Pedro river about a mile below llenson on the Benson-Willcox road to replace the wooden bridge that was washed out July 3. The wooden bridge was erected two years ago fo take the place of a concrete bridge that was washed out in the summer of 1919. The wooden bridge was only a temporary affair that could not withstand the rush of waters of the rains the first part of the month. After the meeting in Tombstone with the board, the tax commission will go to the site of the bridge, to look the situation ovej From the Tombstone meeting the members of the tax commission will go on to Nogales to attend the tax conference that opens there on Monday.

The county of Yavapa' has asked, the privilege of leaving a deficit on the $75,000 for the furnishing of the new court house at Prescott. The commltision has declared an emergency in Tucson for the purpose of improving the water situation. The city applied for an emergency of $110,000, which was reduced to The county of Pima asked that it be permitted to clear up a deficit of $11,000 which was granted. At the present time reports have been received from but seven counties as follows: Maricopa county, valuation Gila, Graham, $13,853,412: Greenlee, $35,777,491: Santa Cruz Yavapai. and Coconino, $22,692,157.

The minority views, presented by Senator King, of Utah, contend the matter was conducted without the knowledge of either of the navy department chiefs.

With respect to the methods employed, the minority report says: "That the methods employed -in securing evidence toy some of the en listed personnel were abhorrent and call for the severest condemnation, no one can deny. The condemnation of the majority committee of these methods meets my approval." The record of the sub-committee's investigation is said by the minority to show that the naval officers who prepared the plans for the vice campaign conducted by Lieutenant Tras-mus Hudson of the medical corps, "had no idea hat seamen were to employ Improper methods iu securing evidence of moral delinquencies or other crimes." "Captain Leigh (adviser of Roosevelt) and the judge advocate general approved the organization and prepared the necessary steps for its creation," the minority report asserts. "I believe the officers referred to erred in approving the use of enlisted personnel and I also believe that Mr. Roosevelt erred in adopting and ap' proving their recommendation." The minority report disagreed emphatically with contentions of the majority that Roosevelt was present at conferences at which the methods to be used were discussed. The min ority agrees in substance with the findings of court of inquiry wM-h investigated the scandal.

Roosevelt late in the day gav out a letter addressed to Chairman Tage of the senate naval committee repeating his charges of "bad faith and deliberate unfairness, 'against Chairman Uall of the sub-committee and asking an open hearing by the full committee. Chairman is' from Washington nd Senator Uall issued a reply to Roosevelt, declaring his statements to be "without foundation." Nitrate Plant WASHINGTON, July 19. Government action on Henry Ford offer to take over the nitrate plant as Mussel Shoals, Alabama, for cenversion into fertilizer plant, may await conferences between Secretaries Weeks and Mellon, it was said today.

Melon, officials said, is regarded as an authority on hydraulic power, adding that Weeks would probably ask congress for general authority to- lease the Mussel Shoals plant in order to facilitate negotiations with Ford or others from whom offers might be recievd. There are reports that the Dupont interests and other chemical oencerns are considering submitting offers for the plant. Ford's scheme for providing fertilizer cheaply to farmers, it. was said, would be of weight in determining the government's attitude. It has been estimated that about $12,000,000 would be needed to convert the plant.

Ford also offered $1,500,000 annually for 100 years and $5,000,000. REHABILITATION WORK IN ARIZONA IS DELAYED PHOENIX, July 19. The industrial rehabilitation program in Arizona will not be outlined until in the autumn, M. L. Doner, assistant state director of vocational education, said today.

Vocational education in the schools will be given first attention, Doner said, and after the fall semester, opens, rehabilitation plans will be considered. Doner said lie planned to prepare a pamphlet explaining the rehabilitation plan by which persons injured in industry or otherwise would be given training necessary to enabla thfeiu to earn livings. The pamphlet, he said, will be sent to commercial organizations, clubs, corporations and other firms and persons who may be interested in the work. The stal'j legislature has appropriated $5,000 ror the work and an additional $5000 will I be received from the federal govern ment, Doner said.
