I The Matter Will Be Thrashed Out at a Special Meeting of the City Coun cil Later in the Week. A complete and detailed report on the sewer dans of Olmsted and Gllel-len was submitted to the city council by the board of advisory en gineers.

The estimates of the cost of construction of either of the two plans submitted by Olmsted and Gilellen is far in excess of the estimates made by that firm. Plan one. which' provided for a shallow sewer, the committee dls misses as the depth of the laterals are inadequate for proper drainage of Im portant business buildings. The total cost of the construction of the sewer in accordance With the second set of plans will be 1378.441.80, or nearly a hundred thousand dollars more than the estimates of Olmsted and Gilcllan. Another important phase of the re port is the recommendation of the committee that the cost of the sewer be paid on the assessment plan in stead of by bond Issue.

The report follows: To the Honorable Mayor and Common Council of the City of Phoenix Gentlemen The undersigned mem bers of the committee appointed by you to review the plans of sewers pre pared by Messrs. Olmsted Gilellen, sanitary engineers, of the city of Los Angeles. California, for the city of Phoenix, Arizona, having made a thor i of the conditions prevailing in the city of Phoenix which affect the question of sewerage, beg to present to your honorable body the following Report. The cost of plans one and two respectively as submitted by said sani tary engineers is as follows: Plan one, which excludes the territory covered by the present system, bounded on tho north by Van Buren street, and on the south by Harrison street, on the east by Fourth street and on the west by Fourth avenue. Total cost of vitrified pipe laid: 30-inch.

Sewerage is a special service In which all property served participates nearly In proportion to its frontage or area, regardless of value, and it seems but fair that, this being the case, the burden of payment should be distributed in like proportion. For In-- stance, a fifty-foot 50f frontage In the business district is worth fifty thousand dollars a resi dence property of like frontage in the suburbs is worth two thousand dollars yet the service they receive Is nearly Identical. Under-the special assessment plan each pays the- same amount. Under the bond scheme one pays twenty-five times as much as the other.

And the same argument applies as between improved and unimproved property in the same district. And there is yet another reason. The city of Phoenix already has a con-conslderable bonded indebtedness. Oth er worthy schemes requiring the issue of bonds are being advanced, and it seems to the committee that we should conserve our municipal credit to meet the emergencies which must Inevitably arise In the near future. And as a last recommendation the committee earnestly urges, that except a nominal charge for connections.

As the depth of the laterals in plan one nowhere reach that required for the proper drainage of Important busl nes buildings, the committee Is con strained to dismiss said plan without further notice.

Plan two provides fairly well for the drainage' of the city under present con ditions, but makes no provision for the proper drainage of Important business districts In the near future. To meet this objection it is the opinion of the committee that the plans should be modified as follows: A sub-main should be provided on Seventh avenue having a depth below grade of sixteen feet (16 feet) at Van Buren street and draining southward. Such modification of plan No. 2 will furnish deeo sewerage wherever de sired the district bounded by Polk street and Its westward projection on the north. Harrison street on the south.

Seventh street on the east and Kighth avenue on the west. The sub-main on plan No. 2. shown running west on rillmore street and thence westward through University addition, should be deflected southward at Seventh avenue to Join the deep sub-main above proposed at Van Buren street. This arrangement provides deep sewerage at FiveiPolnts and vicinity where the plans submitted provide for a depth of not more than six feet (6 feet)) without the possibility of deeper sewerage in the future.

The plan submitted properly provides for the location of the laterals in the alleys so far as practicable. In certain portions of the city, notably In University. Sinims and Montgomery additions, and In some other Isolated cases, no alleys are provided In the respective plats. In other cases alleys have been arbitrarily closed. The committee recommends that in all such localities the construction of the sewer be deferred until the owners of such closed properties shall dedicate to the city grounds for practicable alleys, not only as a right-of-way for sewerage Dumoses.

but for general use. and in anv case where alleys have been un lawfully closed, that effective steps be takn to Immediately open the same. While the plan under discussion whollv ignores the present sewer sys tem. It seems proper to say that while deep laterals draining Into the proposed Seventh avenue sub-main should at once lie substituted for the old system in the following localities, namely, the alley between Madison and Jefferson streets from Seventh avenue east to First street, in the alley between Washington and Adams streets from Seventh avenue east to Third street, and In the alley between Monroe and Van Buren streets from Seventh avenue east to First street. The remaining portions of the old system serve their respective locations in a satisfactory manner and will doubtless continue to do so until such time as deep substructures are built in those districts.

Therefore it would seem wise that the city acquire such portions of the old system, provided that it can be done at advantageous figures, bearing in mind that sooner or later part or all of it will have to be superseded by deeper construction. In regard to sewerage disposal, the committee believes that the conditions here prevailing render disposal by broad irrigation preferable to septic treatment, and therefore recommends that the septic tank provided for In the plans submitted, be eliminated, and that the city acquire a tract of sufficient area at a suitable elevation in the vicinity of the outfall and utilize the same for the purpose of sewage farming. It is the opinion of the committee that such an arrangement under proper management can be made a source of revenue, instead of the burden which septic treatment Imposes, and at the same time dispose of the sewage in an entirely satisfactory manner.
