The new members will replace veteran Communist party officials, mostly in their 70s and 80s, who retired last week. The moves apparently give Deng a solid bloc of support for his ongoing effort to introduce market reforms and to reduce the role of central planning in China's economy. The Central Committee, which includes more than 300 full and alternate members, will meet later this week to choose new members for the Politburo, the 25-member group that sets policy for the party. The core of last week's shuffle involved the retirement of 10 of the Politburo's 24 members.

The official New China News Agency reported that the new members average 50.1 years old and that 76 per cent of them have had some form of college education. Overall, only 4 per cent of the 40 million members of the Chinese Communist party have a college education. "The succession from the old to the new in the party's central leadership aims at keeping the party's cause in full bloom, meeting the demand of increasingly heavy tasks," the news agency said The new committee members, whose names were made public yesterday, include many party officials in their late 40s and early 50s who have worked their way up to heads or deputy chiefs of government ministries or as Communist party governors in China's 29 provinces. The list included Ruan Chongwu, 52, recently named minister lic security and thus head of the nation's main law-enforcement agency. Of the 64 new appointees, 29 will serve as full members of the Central Committee and 35 as alternate members.

In addition, 27 alternate members of the Central Committee were elevated to full membership. These included Ye Xuanping, former mayor of Canton and currently governor of Guangdong province. Ye is the son of Ye Jianying, 88, a military leader who agreed to step down from the Politburo last week. Vice-Foreign Minister Qian Qichen, who is in charge of China's negotiations with the Soviet Union, was also elevated to the Central Committee. Korean families meet for 1st time since war SEOUL, South Korea Kim Kunnyo was nervous Saturday, crumpling a handkerchief endlessly and avoiding people's eyes. In a few minutes she was to meet her younger brother. Kim, 59, had not seen him in 35 years. Until a few days ago, she said, "I thought he had already died." She waited for him at one of 30 round tables in a hotel hall in Seoul. Each table was decked with flowers and plates of cookies.

About 50 other South Korean men and women sat around them. They were waiting for long-absent relatives, too. About 10 million of the Korean peninsula's 60 million people have immediate family across the Demilitarized Zone that separates the hostile North and South. "I can't see your face," his mother said, "but I remember your name." "It has been so painful. I have missed you for so long," said Oh Sok Hee, a North Korean mining-ministry official, in a voice cracking with emotion.

With him sat his 76-year-old father, Oh Chang Keun. "It's so good to be alive to see you," the elder Oh said. Despite the emotions and the historic nature of the encounters, it seemed improbable that the reunions would signal warmer relations between the Koreas. The idea, apparently, is that in time North and South will move on to high-level political negotiations. But even while the precious reunions took place, North and South argued.

The North wanted get-togethers held in small rooms, as the ones in Pyongyang reportedly were. South Korea preferred the big hall, where television crews and reporters roamed, thrusting microphones and note pads into the faces of weeping people. To protest against the use of the large room, North Korea refused to let some of its people meet relatives they had travelled south to see. Each side allowed 50 people to cross the border Friday at Panmunjom. Each group was accompanied by officials, journalists and performing artists.

According to South Korean Red Cross officials, who had arranged the reunions, relatives in South Korea could be found for only 30 of the 50 North Koreans whose names had been provided Sept. 10. That was why they had set up only 30 tables. At the last minute Saturday, the North Korean Red Cross decided to let only 15 people to enter the hall. The others had to wait until yesterday.
