03 groups face fund cut-off Centraide has threatened to cut off funds to 10 Montreal-area tenants' groups because the federal government doesn't recognize them as charities. Revenue Canada has refused to consider the associations, which claim to serve thousands of tenants, as charities because they organize "political activities" such as demonstrations and lobby for tenants' rights. Centraide official Jean-Claude Boisvert said his agency, which funds 175 Montreal organizations, is required by law to fund only charities. "We are trying to get them to change their name and mandate to see whether they can qualify," he said. Centraide, which is expected to make a final decision by the end of the month, decided last year it would stop funding the groups from Montreal, Longueuil and Laval.

The groups would stop being funded starting next spring. In a 1980 letter, Revenue Canada told the NDG Tenants' Association that it wouldn't be recognized as a charity because a "charitable organization may defend rights that have already been acquired but may not exert pressure to change existing laws." The groups said they do not intend to change their names because they would lose donations from other sources. The associations, which got $250,000 from Centraide last year, say they will face a difficult time trying to make up the lost revenue. Burns said Centraide's main reason for cutting off the funds is that some landlords said they would stop making donations. Centraide's campaign starts Sept.

30 and the target is $16 million. The agency collected $15.2 million last year. Laurin not bothered by parents' protests Montreal parents told Education Minister Camille Laurin yesterday they fear government control of schools under his reorganization plan. The minister remained unmoved. Laurin was following up a Monday tour in Montreal to meet school commissioners, teachers and parents with an hour-long appearance on radio station CJAD's open-line show Exchange.

Laurin rebuffed the criticisms of some callers, saying parents have asked for more power and responsibility in school affairs, and school boards will not lose all their powers in reorganization. "We arrived at the conclusion that about 80 per cent of parents were not satisfied with their role in schools," Laurin said. "They wanted to make decisions because they consider themselves the prime educators of their children." Asked how the government will find enough parents with the willingness and competence to manage 3,000 school corporations, Laurin responded: "We already have 40,000 working in schools, and if they are given the powers in the schools where their children study, I'm sure they will become much more motivated and numerous." HARRY BLOOMFIELD President MEMORIAL SERVICE A memorial service for John Robert Akin, whose death occurred in hospital in Halifax on September 1st, was held in Saint Luke's Anglican Church, Annapolis Royal, Nova Scotia on September 4th. Born in Montreal in 1916, he was the son of the late Mr. and Mrs. Harry B. Akin, Town of Mount Royal.

He attended Town schools, Montreal High School and McGill University from he graduated in 1938. Shortly thereafter, he joined the staff of The Montreal Gazette and filled various editorial positions, particularly in the coverage of marine and business news. During World War IF he served as an officer in the Royal Canadian Navy, returning to the Gazette at the end of the war. In 1946, he joined the public relations department of Canadian Pacific Railways and was appointed assistant public relations officer in New York. He returned to Canada in 1955 and became chief information officer for the St.

Lawrence Seaway Authority. In 1965, he joined the Canadian Government Office of Tourism and was named Manager for the New England area in Boston. He retired in 1975 and moved to Annapolis Royal where he was an active member of St. Luke's Anglican Church and the Annapolis Royal Development Commission which concerns itself with historic restoration projects. He is survived by his wife, the former Jean Greig of Moncton; a daughter, Madeleine (Mrs.

Kenneth R. Carhart) of Lahr, W. Germany; a son, David, of Portsmouth, R.I:.; and a brother, Harry, of S. Surrey, B.C. Friends wishing to honor his memory may make a donation to the Annapolis Royal Heritage Foundation or St.
