PEKING (UPI) China's new president, in what amounted to an inaugural address, has urged the nation to "work unremittingly" for peaceful reunification with Taiwan. President Li Xianrtian also told the closing session of the Sixth National People's Congress that China's economic modernization still faces many difficulties, among them "criminal activities that undermine socialism in economic and other fields." But he said that after 10 years of domestic turmoil during the 1966-76 Cultural Revolution, China stood on the doorstep to prosperity and happiness.

Helped to seat Li, 78, was helped to his seat by a nurse but otherwise appeared to be in good health as he addressed the congress, which on Saturday approved his selection as the first president of China in 15 years. The ceremonial office, abolished during the Cultural Revolution, was re-established late last year. Referring to Taiwan, Li said China will "continue to work unremittingly for the peaceful reunification of our motherland" and hopes that "the Taiwan authorities will put national interests above all else and join us in adding a new page to the annals of the Chinese nation." Peking regards the nationalist island as a province of China. Nothing new Li's broad-brushed speech echoed the themes sounded by Premier Zhao Ziyang in greater detail at the start of the congress June 6 and contained nothing new. He said economic growth was the main aim but added that China must plan reforms carefully before implementing them to avoid making major errors.

This appeared to be a reference to Zhao's admission that capital construction and investment in heavy industry was out of hand, sapping financial resources needed for key projects on which its economic plans depend. "We should combine boldness in making reforms and blazing new trails with a strict scientific approach and think things over carefully," Li said. Another bill, supported by the Reagan administration, would also shift the burden of proof to the defendant. Soccer team gets U.S. to boost China's trade WASHINGTON (UPI) The United States has upgraded the trade status of China to equal Japan and the western European allies, but would not override Pentagon objections to the sale of advanced computers.

The commerce department announced that from now on China ranks the same as most traditional trading partners, technically a trading status. But the Chinese would still be subject to "restrictions on certain products and technologies which present a national security concern." A commercial analyst at the Chinese embassy commented: "This is only a category change and we haven't seen any details yet. "With a view to a developing trade be-' tween the two countries this is something worthwhile to work on," he said. "But by itself it does not change anything," he added, asking that he not be identified. "The proof is in the pudding.

We'll wait and see." Previously Chinese representatives had described the refusal of the United States to sell advanced computer software as second only to weapon sales to Taiwan as the most irritating aspect of U.S. policy. The announcement fell short of approving the shipment of programming to go with an advanced $800,000 computer that was approved for sale in 1981. The Chinese refused delivery without the programming. The Pentagon blocked the shipment, saying the computer and its programming could be used for ballistic trajectory analysis that could help in development of a bet- -ter intercontinental missile.
