G-10 The GAZETTE, Montreal, Saturday, December 24, 1983 Two planes lost in fiery runway crash ANCHORAGE, Alaska (AP) A Korean Air Lines DC-10 cargo jet taking off on the wrong runway collided with a twin-engined plane in heavy fog at Anchorage International Airport yesterday, destroying both planes and injuring seven All of those hurt were aboard the twin-engined commuter Navajo owned by Southcentral Air of Anchorage, said Insp. The DC-10 caught fire and continued to burn fiercely several hours after the collision at 2:21 p.m. Alaska Standard Time (6:21 p.m. Montreal time). Huge clouds of grey Steucke said. Michelangelo said the KAL plane was carrying a full load of fuel, and that it burst into flames when it hit the smaller plane. It careened off the end of the runway and ploughed through brush and landing light towers for about 500 metres before veering into a wooded area. Debris littered its path. Michelangelo said the crew scrambled from the burning plane when it came to a stop. "We got a report of smoke from the west end (of the runway).

We found the Navajo, and we were told there was a large aircraft involved, too, but we couldn't find it right away," said John Hynes, chief of airport security. "The visibility was nil. It took us five minutes to find it." smoke billowed into the sky, punctuated by small explosions. One wing was shorn from the Navajo, and the other was sliced off near the engine. The tail was smashed away, but the cabin area was relatively undamaged.

There were nine people aboard the Navajo, the pilot, co-pilot and seven passengers. Paul Steucke, a U.S. Federal Aviation Administration official, said the Navajo was waiting at the west end of Runway 6 Left for an improvement in the weather before taking off on a flight to Kenai, 64 kilometres south of Anchorage. The Korean plane, en route to Los Angeles with a load of general cargo, was given the option of using one of two runways, 6 Left or 32, and chose Runway 32, Steucke said. He said the KAL jet was advised to.proceed to that runway.

"KAL went to runway 24 Right, not 32 as cleared, and proceeded to take off, colliding with the Navajo," Michelangelo said the NTSB had taken custody of all tapes, records and documents involving the two planes, but that the fire had prevented recovery of the flight recorder of the DC-10. He added that the NTSB's special accident unit, known as the "Go Team," had been dispatched from Washington, D.C., to take over the investigation. The airport, a major refuelling stop for cargo and passenger flights on the Great Circle route between the Orient and Europe, was closed while the wreckage was removed. The collision occurred only four days after a maintenance worker at the airport was seriously injured when his pickup truck was hit by a Japan Air Lines's Boeing 747 cargo plane as it touched down, again in heavy fog. In that incident, the worker's truck was crushed and dragged about 1,070 metres along the runway by the JAL plane.

But 1980 Nobel Peace Prize laureate Adolfo Perez Esquivel said yesterday the path has not been cleared to ensure punishment of military leaders responsible for what he said is the murder of thousands of people. Perez Esquivel, director of the Latin American Peace and Justice Service, objected to a proposal that certain former military rulers be tried by their peers as proposed by President Raul Alfonsin. "Military justice has absolutely no credibility," he declared. The country's 46-member senate voted unanimously late Thursday to repeal an amnesty decree issued by the ruling military junta Sept. 23.

The Chamber of Deputies had voted for repeal last week. The junta, which dissolved itself before last Dec. 10's inauguration of Alfonsin, had decreed immunity from investigation or prosecution for security forces who took part in what the military called "the dirty war" against leftist subversion in the 1970s. The amnesty also theoretically benefitted a small number of surviving and repentant members of guerrilla organizations active during the past decade. Alfonsin, leader of the Radical party, promised throughout the campaign leading to Oct.

30 general elections that the "constitutionally void and morally unacceptable" amnesty would be repealed. Human rights and other groups blame the military regime's security forces for the abduction, torture and murder of from 6,000 to 15,000 suspected leftists in the years following the 1976 coup that ousted President Isabel Peron. A proposed law, to be submitted to Congress, says a military decree allowing for the summary loss of nationality and expulsion of foreign-born citizens is "unconstitutional." It adds that affected Argentines will recover their full nationality, citizenship and rights. In a telephone interview from New York with Buenos Aires Radio Mietre, Timerman said he will return to Argentina in March or April to claim his newspaper La Opinion, which was confiscated by the military.

Timerman, former publisher of the newspaper, was arrested in 1977 and expelled in 1979. He has taken Israeli citizenship but alternated residences between Tel Aviv and the United States, where he wrote a best-selling book charging he had been tortured and persecuted in Argentina because he is Jewish. Later, her lawyers said Riverside General Hospital officials intend to discharge the woman, who is waging a legal battle for the right to starve herself to death, on Dec. 28. Riverside County Counsel Bill Katzenstein confirmed Bouvia will be discharged from the county-run hospital but blamed her lawyers for failing to find her another place to stay.
