The council will then send out about twelve copies of the specifications to different contractors, asking for bids. Mm. Lnthrop of Mesa. Colonel Roundtree has been quite ill for the past few days, but Is somewhat improved today. "Mesa has a pest that should be diminished, and that is a lot of dogs," says one of our citizens." which ar neither useful nor ornamental. There are several places where it is unsafe for a person to pass along the sidewalk at night." The city marshal should see to it that the law against dogs is enforced.

Ben Cummtngs of Tempe drove up to Mesa this morning, accompanied by Willis Grander, the new leader of the Tempe brass band, who arrived Sunday from Philadelphia to take charge of; the band. Mr. tJrander is an experienced band and orchestra leader and an effort will be made to reorganize the Mesa band under his leadership. The people of Leht are getting stage-struck, and In order to sat is this craving for renown the ward authorities are constructing a stage at the rear of their hall for dramatic purposes. A dramatic association will be formed at once and some good plays are to be presented this season.

On Christmas the wedding bellrs chimed righ merrily in Mesa. Three young couples were united in the holy bond and six hearts were made happy. Miss Ktta LeBaron. daughter of Mr. and Mrs.

LeBaron of Mesa, and D. Dudley Jones of LchI, sort of Mr. and Mrs. Dun Jones, were among the happy ones. The ceremony was performed by Patriarch B.

F. Johnson at the home of the bride. A large number of relatives and frlentN witnessed the-ceremony and took part in the reception tendered them Immediately after the ceremony. William Ixmgmore and Miss May Frazer were unite) in the holy bonds at the M. E.

During the evening a crazy quilt was raffled off by the Relief society. Mrs. Ann Peterson holding the winning number. A meeting of the members of the Mesa brass band Is called to meet next Monday night.

The act reorganising the police department ot Manila makes liberal provisions for all branches of the service arid furnishes a basis upon which can built up the most effective force the city has ever had.

Much of the preliminary work has already been done and the rest is In condition to be completed rapidly. Radical changes have been made and new features Introduced the most salient being the combining of the native department with the American, but In dlffei-ent classes. The old native police force Is abolished, and an entirely new enlistment will be made. In which merit alone wi'I be considered. However, of the 380 men on the old list 200 have passed the examination and will be first on the list of the new force.

Much care was exercised in weeding out the Incompe tents from the old crowd, and their number was surprisingly large. Many of them were not at alt bright, mental ly, and had little else to recommend them. The fluent use of the Spanish lan guage was made a prerequisite for enlistment In the new force. A feature of Chief Curry's plans for the native po lice, which will have a potent effect on their future usefulness. Is the Incorpo ration a higher grade, known as sec ond class, to which they may becom" eligible as soon as they can acquire a fair working knowledge of the English language.

This does not mean a thor ough mastery of it. but just enough to understand simple questions as arc likely to be asked of policemen, and th(-abillty to answer them intelligibly. To this end schools will be estlh- lished for their use. In which nothing but English will be taught. It will be opened under the guidance of an instructor who has had wide exnerience In such fields.

He will not follow the ordinary method of teaching it grammatically, but will endeavor to give a direct knowledge of the linguage It Is used on the streets, by the masses. He will teach the words and sentences most likely to be needed by policemen in giving information about streets, and so forth. As fast as the native members learn to sneak a little English they will be promoted to the second class, with an increase of 25 per cent in salary. While attendance at thewe schools will not be obligatory, those who shew no disposition to Improve themselves will be called from the force, and room made for more ambitious men. In all things a desire to learn and a proper pride In the force will be given riu? weight and encouragement, as tending u- Increase the efficiency of the department.
