I A. 1 cinct's SWAT team and an undercover officer who growls like a dog and bites suspects on the ankle. What places Hill Street several cuts above the competition is the show's ability to balance humor and tragedy.

Until you have watched it a couple of times and become accustomed to the pace, you will have a difficult time following plots that careen wildly between laughter and tears. The effort is well worth it, how-fiver. If there is any justice in the cold, hard world of U.S. television ratings, Hill Street Blues will become a hit that will be around for a while. A trivia note: Black patrolman Eobby Hill is played by Michael Warren, the same Mike Warren who played basketball at UCLA with Kaream Abdul-Jabbar.

Reader John Cibbon of Montreal sends along a clip from the British weekly The Spectator. It's a review of the Royal Variety performance which, Gibbon says, would apply equally well to the Reagan inaugural gala. The clip reads: "The Royal Variety performance has recently taken on a geriatric air. People you assume were dead totter on the stage to wild applause. Perhaps the idea is to show the Queen Mother she is not the only old stager who is still going strong.

"As well as nonagenarians, sagging busts were a feature of this year's show, those of Misses Cleo Laine and Peggy Lee looking particularly in need of uplift." Nasty! Good Morning America has ended Today's 28-year reign as the number one early-morning program in the U.S. Final Nielsen figures for 1980 give Good Morning America a 5.1 rating (the percentage of all households with TV sets) and a 29 share (percentage of all sets which are turned on in that time slot). Today trailed with a 4.8 rating and 27 share. The corresponding figures for CBS' Morning News are 2.6 and 18. Speaking of Today, colleague Anthony Wilson-Smith tells me that Tom Brokaw took an early lead Wednesday morning in the Hostage Exploitation Sweepstakes.

The Today host extended an invitation, on behalf of NBC, for all the hostages to be the network's guests at the Super Bowl. And for his part in the historic negotiations which freed the 52 Americans, former president Jimmy Carter gets to attend a taping of Lobo. DIAL Spinning: CFTM-10 presents a one-hour interview with Premier Rene Levetque tonight at 8:30 Getting a jump on Sunday's Robbie Burns Day festivities, The Bob McLean Show (CBMT-6, this afternoon at 12:30) will present a special program dedicated to the Scottish poet. Guests are Douglas Campbell, Catherine McKinnon, Billy Meek and a troupe of Scottish dancers Henny Youngman is guest host of Fridays (WMTW-8 and WEZF-22, tonight at midnight) Hilarious "out-takes" the scenes omitted from television programs and movies because stars have flubbed their lines or props have collapsed will be on view in Be Alright on the Night (CBMT-6, tomorrow evening at 7). Jack Buck will call the play-by-play, with Hank Stram furnishing commentary and analysis CHOM-FM will have Nanette Workman live in concert from Le Club Sunday night at 11 ABC reports, with a straight face, that Roberto Duran has dropped out of Sunday's Superstars competition due to "unforeseen circumstances" Marc Laurendeau's guest on Les Gens Qui Font I'Even-ement (CFTM-10, Sunday night at 10) is Union Nationale leader Roch LaSalle. Good evening, Mr. Quixote. May I call you Don? Will Hill Street Blues make it as a hit series? The new 60-minute show (WPTZ-5 at 10 p.m. tomorrow) is filled with generous dcses of humor, tragedy, gritty realism, deft plot construction, skillful acting and intelligent writing.

It probably doesn't have a chance. It is doubtful that an ment medium which casts off Breaking Away like an old sock and retains drivel like Enos is prepared to go with a program that is quite unlike anything that has been on television before. One encouraging sign is NBC's method of introducing Hill Street Blues. There were two episodes on last week and another last night. Tomorrow night's show will be the fourth part of an extended and complicated premiere story which will conclude next week, when the program settles into a regular Saturday night slot in the schedule.

The people I've spoken to who have watched the first three Hill Streets have become instant fans; and we are all hoping against hope that the show will survive despite its quality. The series is a product of MTM Productions (Lou Grant and The White Shadow) a company which is to intelligent television what Lorimar (Dallas, Knots Landing) is to schlock. Set in the ghetto police precinct of an unnamed eastern city, Hill Street can best be described as a i combination of M'A'S'H and Police Story. It has the witty one-liners and irreverence of the former, combined with the hard-edged social realism of the latter. Disdaining car chases and shoot em-ups as representative of police work, Hill Street portrays its cops as real people doing a difficult and unappreciated job.

Captain Frank Furillo (splendidly underplayed by Daniel Travanti) presides over a menagerie of drunks, psychos and woman-chasers and those are his police officers! The world outside the station house is a bubbling cauldron of dope addicts, hookers, pimps and youth gangs. The uneasy relationship between the beleaguered cops and the street people forms the central dramatic motif of Hill Street Blues. The sub-plots include Furillo's clandestine romance with public defender Joyce Davenport (played by lovely newcomer Veronica Hamel) and the affair the desk sergeant (veteran character actor Michael Conrad) is having with a high school cheerleader.
