A most brutal tragedy occurred yet-to-day about 12 o'clock at the ranch of Chaplain Scott of Scottsdale, about ten allies northeas: of Phoenix, when John lluliensteln shot and killed, almost without provocation, Amoi NlBh ami nn Indian named Peter Johnson, both of whom weie employed by 'haplaln Scott.

Rubensfdii. who Is well-kmiwn In Phoenix an "Popcorn John," Is undoubtedly crazy, though he has hitherto been looked upon as eccentric and erratic but responsible for his actions, and was at the time In tho employ of the government us a mall carrier. He must have put the gun close up to his hrenst and Ilred. for whn Johnson's 1ody was found later his clothing was on Are. The shot that killed Johnson attracted no attention, nn hunters had been rabbits In the vicinity all day.

Rubensteln then returned to Nigh, at the haystack, on foot. Vanderhoof, still on the wagon. In answer to the same question, he said "He shot me." Nigh fell down on his hands nnd knees, then turned over on his luck and blood gushed from his mouth. Mrs. Scott brought a dish of water with which to wash his mouth, but he lived less thnn live minutes. "When Rubensteln went to the store or postottlco Mr.

Thomas, who lives near Scott's place, went down also to warn the people. He saw the pistol lying In the cart, and when Rubensteln went Into tho store Thomas took possession of It. Chaplain. Scott ordered those who were able to arrest the man, saying he would take the respowilblllty of it. as the man was a murderer and ought not to be at large, but no ono seemed to want to do It without a war-tant, and the Chaplain, unable to get out of bed, of course could not.

However, all other necessary precautions were taken. Rubensteln took the mall and started to Phoenix. Mr. C. II.

The Indian, Peter Johnson, had been working for Scott but a few days, but was also accounted a good band and received the highest wages for his work. He was 23 years old nnd a magnificent specimen of the physical man. PHONE 841, Slfl WEST WASHINGTON STREET, PHOENIX, ARIZ. SliAVHUY IN GRItSIAN COLONIES. The Cierman Reichstag has ndopted a resolution requesting the Imperial chancellor to lay a bill before the house placing various restrictions on the rights of sluve owners In the Oermah-Afrlcan colonics, with the rider that the sense of the resolution should be at once transmitted to the colonial govern ors. It Is beliaved in Berlin that this Is the Ilrst step towards the complete abolition of slavery on German territory. The rerolutlon In qucntlon was the result of a measure Introduced by the eo.

clallst leader, Herr Hobel, requesting the chancellor to bring In a bill providing that children born In German territory of parents who wer In the position of domestic slaves, should be recognized free. Herr Grobcr, of the center, or clerical party, opposed the motion of the socialist leader on the ground thnt the slave trade had been abolished In 1893, while Herr Bebel's resolution Implied that It war. tftlll continued; on the other hand he contended that It was Impossible to abolish by a stroke of the pen such ancient Institutions as polygamy and slavery originating In debt. The consequence of sucha step would bring about an Insurrection In which the slaves would not take tho side of their liberators. No one In the Helchr.tag der-lred the maintenance of domestic slavery, but the first step was to render conditions Inimical to It.

He then Introduced the resolution which was ultimately adopted. In the meantime Dr. Stuhel, the director of the colonial department of the foreign nfljee stated that In conformity with a resolution of the Reichstag pissed in 1SD3, the department had collected a large amount of Infoimatlon bearing on the question of slavery In the German colonies, and that this Information would be laid before the colo-nlnl council nt Its next meeting. What utopr. the government would take In the matter, he said, would depend upon the attitude of the council.

He pointed out that great differences existed among the German colonies In regard to slavery. In German Southwert Africa, for example, the Institution' was unknown. It was not so In German Kast Africa. N. T.
