Lieutenant Commander Culver, commanding the United States gunboat Bancroft, after a long conference with the commanding officer of the Venezuelan squadron, decided to take under his protection all the river steamers belonging to the American Orinoco Steamship company, which were recently seized by revolutionists at Ciudad Bolivar. He also requested the women and children of American and other foreign coUnies at Ciudad Bolivar- to take refuge in the steamers in order to escape the dangers cf the siege, the shelling of the town and iossible buttle.

In accordance with Culver's invitation, many women and children, a number of whom were of German nationality, embarked early today on the American steamers which. The path of the storm was about eight miles in length. Everything in the track was leveled! to tha ground'. THE DEATH OF WHISTLER The Most Brilliant or Artists Produced By America. London, July 18. James Abbott McNeill Whistler, the celebrated American artist, died yesterday afternoon at his residence, 74 Cheyne walk, Chelsea, at the age of sixty-nine.

His death came unexpectedly, although for some time he had been seriously ill. This morning's papers publish elaborate obituary notices recognising the distinguished and unique ersonality of Whistler, whose genius greatly dominated European art of the present generation. While admitting that it is for posterity to decide his exact position as a painter, it is generally conceded that he was a consummate etcher. Whistler was the greatest of American artists and more nearly approached the title of nuaster than any other. Though was of American birth, England hasi laid claim to by reason of his long residence in that country.

In fact, a comparatively little part of his more mature artistic life has been spent ire this country. He was born at Lowell, in 1S34. He was educated at West Point, and after that devoted himself Xo the study of art, which he pursued in Paris, and distinguished' himself both as an artist and an etcher. He went to London in 18G3 and three years later was elected president of th-si Society cf the British Artists. He is perhaps more especially noted for his etching, though his paintings have called out the admiration of artists of all schools.

The most famous of them are: "The White. Girl," '62; "Portrait of My Mother," '72; "Nocturne in Blue and Gold" and "Nocturne in Blue1 and Green," '78, in Gray and Green," '81. The advance guard of "Mother" Jones' army of invasion has reached this city after a tortuous journey from the anthracite regions of Pennsylvania and the coal fields of West Viuginla. "Mother" Jnes schedule would have brought her here last Wednesday, but she has been delayed by the enthusiasm en route. Regarding the failure of the president to receive her at Oyster Bay' "Mother" Jones speaks with no bitterness1. She was introduced by Charles Sweeney of the executive board of the Philadelphia textile strikers, who make up the army, and she made her address from the top of a dry good box. Mother Jones spoke of -the anthracite strike and of her experience with the courts in the bituminous regions of West Virginia. She declared that in spite of an Injunction which had threatened her with indefinite the cause of labor had made great headway. She told the gathering that the band was traveling on an honest principle and meant to win. She had heard it said that they ought to pr.
