The new twist in Quebec's long-fought battle to obtain complete jurisdiction over all social security programs was presented by Social Affairs Minister Claude Castonguay to a meeting of provincial welfare ministers.

Castonguay said that since it did not appear that Quebec's recommended constitutional changes would be implemented "in the immediate future, short-term steps should be taken to assure the provinces such authority." (emery Gazette regrets error in story The Gazette wishes to apologize to Justice Jean Turgeon of the Court of Appeal for statements incorrectly attributed to him in a story which appeared in the Saturday. Nov. 2b edition. The story involved the Crown's decision to abandon a new trial granted last February for two former business partners convicted on a insurance fraud conspiracy in 1967.

A paragraph altered in the original story should have read: In his lengthy notes to the Court of Appeal judgment, Justice Jean Turgeon said he found it obvious from the trial judge's charge that he (the trial judge) was convinced that the two accused were guilty and considered it his duty to avoid an acquittal or a disagreement. This was in addition to several serious legal errors in the (trial) judge's charge to the jury, said Justice Turgeon. "I am far from being convinced," he added, "that 12 reasonable men. properly instructed in the rules of law, could not have entertained a STANBRA.
