GAZETTE, Montreal. Dec. 28. 1978 Proxmire mocks $219,592 U.S. grant to teach U.S.

college kids to watch TV It's Golden Fleece time again in Washington, and this month, the U.S. Office of Education is the goat for a $219,592 grant to teach college students how to watch television. Wisconsin Sen. William. Proxmire, who makes the award for the most ridiculous waste of tax money, says "students may see an easy 'A' in 'TV Viewing but he flunks the Office of Education for the contract.

A mouthpiece for the bureaucrats involved says the grant is to develop "analytical skills to enable students to recognize stereotyping on the basis of race or sex, to see the subtle influence of Too late for Christmas, darn it, comes to $1,000 sweatshirt for the jogger who has everything except brains. She wears them in her nightclub act sometimes with jeans, and sometimes with nothing else.

Says Hargate, "that's the way they look best, with nothing but a lot of leg Boxer Muhammad Ali may soon be seen around the world promoting yet another product: a German-made soft drink called Capri-Sonne. Sisi-Werke, the Heidelberg company that makes the stuff, says "'The great popularity of New England family sings across Europe HAMBURG, Germany Yule shoppers in Hamburg's busy Moenckeberg Strasse stopped in their tracks when they heard the, sound of children's clear voices singing Jingle Bells as though this was the most natural thing to do in the midst of rushing auto traffic and throngs of pedestrians. "Who are they?" asked a woman. "I've seen them on television," said another. More people gathered on the wide sidewalk.

And after two lilting Spanish folk songs, the group packed up their instruments and headed for the nearby Christmas market. The spell was broken. The singers, dressed in 17th century Spanish costumes, were the Kelly family from New England, who are singing their way through Europe, traveling and living in two old double-decker buses. The singing Kellys are Dan, 47, a former teacher, his wife Barbara, 38, and their talented youngsters, Caroline, 17, Kathy, 16, Paul, 14, Johnny, 11, Patricia, 8, Jimmy, 7, Joey, 5, and Barbie, 3. One-year old Paddy, the baby, already is getting accustomed to the street concerts while Danny, 18, the oldest, who is handicapped, stays behind in the bus when the family is out performing.

"We don't sing 'White Christmas' here," said Dan as the Kellys were wraming up WILLIAM PROXMIRE SANDY DUNCAN Nothing else with cups of hot coffee and chocolate. "We call up enough nostalgia because we have a large family. How many families are there in Germany where the husband died in the war? We don't want to exploit that." Dan sings bass and Kathy is the backbone of the group, doing the arrangements, giving instructions, and getting songs ready. But the 'star is Johnny with his clear young voice, while little Barbie, dressed up as a buffoon, melts everybody's heart when she strums her miniature guitar. Seeing the Kellys in action, many Germans think of the legendary Trapp family who, after Hitler took over, left their native Austria and captivated American audiences with their singing.

(Their life was depicted in the movie, The Sound of Music.) Dan says he quit his teaching job in Massachusetts in 1965 and took his family to Europe because he wanted to get away from the hectic life. The Kellys settled in the small Spanish town of Gamonal and stayed there 10 years. Four of their children were born there. Dan made a living buying and selling antiques. "I wanted my children to get in contact with what we call the primitive life," he said, "where people still make a fire on their own hearth and live close to their neighbors.
