In some parts of Canada, U.S. air traffic control towers handle Canadian flights while in other areas Canadian controllers direct American traffic.

Involved in the hijacking network are the transportation authorities, and RCMP and the U.S. Federal Bureau of Investigation, and the external affairs department and the U.S. state department. When a hijacking occurrs, the aircraft sends out an electronic signal which is picked up immediately by air traffic control towers, McLeish said. The FAA and the transport department are immediately tipped about the hijacking.

If the incident happens in Canada, the transport department operations room in Ottawa swings into action and, with the other governmental agencies, tries to get the aircraft safely back to the ground again. If an aircraft is seized in the U.S. but appears likely to cross into Canada, Canadian authorities link up with a communications network setup through arrangements between the external affairs and state departments and the North American air defence command.
