More and more people are travelling on the cheap and on the thumb as the spirit wanderlust gains new recruits, and here' is a paper-back which can provide valuable guidance for either the first-timer or the repeater in Europe, the Eastern Dluc nations, Turkey, North Africa, and the Middle East. Health insurance clarified A reply was printed here on Feb. 5 to a reader who inquired -whether an individual can purchase health insurance to supplement that provided by Quebec medicare. He was told that he could. The Information Service of the Quebec Health Insurance Board has supplied the following qualification: "Your reply to the question raises a slight ambiguity. "The Quebec Health Insurance Act prohibits private insurance plans from covering the same services as the Quebec Plan when such services are rendered in Quebec or another Canadian province.

However, a private plan may cover extra charges incurred for insured services rendered outside Canada. Arranging a Papal audience "Consequently it should be clearly understood that any extra billing for incurred services rendered in another Canadian province may not be covered by a private health insurance policy. Such extra billing for differences between amounts charged by health professionals outside Quebec and amounts payable under the Quebec Plan may be covered by private health insurance only when the insured services are rendered outside Canada." Q. We are going to visit Rome this summer, and would like very much to be present at a papal audience. Can you advise how to go about arranging this? D.V., Quebec.

A. The proper channel for arranging admission to a private audience starts with your parish church, if you are a Roman Catholic. If you arc not, the administrator of a Roman Catholic parish in your neighborhood would in all probability be willing to facilitate matters for you. The protocol is that your request goes through the various offices between that of the parish and the North American College in Rome (Via dell'Umilata 30, telephone 670-658) where tickets are finally procured.
