He was a longtime member of the Canadian Standards Association. A talented athlete, he was a member of the Canadian Fencing team at the 1954 Commonwealth Games where he won a gold medal for Canada. Leslie's great kindness, generosity of spirit and insightful mind will be sadly missed by his family and many friends. At a convention of his nationalist Power political movement, supporters nominated the 47-year-old for the June 1996 balloting. Rutskoi, who spent five months at Lefortovo Prison in Moscow after Yeltsin sent tanks to crush the October 1993 armed uprising, used his moment in the political spotlight to accuse the incumbent of plotting to postpone elections with a referendum on extending the current presidential term for four more years. But because Yeltsin's popularity rating has fallen to as low as 6 per cent in the latest polls, a referendum to prolong his rule would be a risky undertaking and a move that would further alienate Western supporters. Diplomats and political observers said they doubted Rutskoi's allegation. In his convention speech, Rutskoi lashed out at Yeltsin's policies, claiming they had "caused direct damage to Russian statehood," and urged the president's ouster for the good of the country.

Rutskoi also vowed to see Russia reunited with Slavic brothers in Ukraine and Belarus, a call likely to stir up the Russian minorities in both newly independent countries as well as to irritate their leaders. KAMPALA, Uganda A Ugandan rebel group that wants to re-establish the kingdom of the country's largest ethnic group as a semi-autonomous entity threatened yesterday to launch a full-scale civil war. The threat was issued after unidentified gunmen abducted Health Minister James Makumbi on a lonely stretch of road near Kasangati, 15 kilometres north of Kampala, Friday night. Makumbi's whereabouts were unknown, but an anonymous caller told a Kampala newspaper his group had kidnapped him. Yesterday, a man who said he belonged to the National Democratic Army, which first announced itself in the central Luwero region two months ago, said by telephone that the rebels would step up attacks on government positions. He said Ihey were protesting against last week's rejection of proposals to give full federal status to Buganda, the largest of Uganda's centuries-old kingdoms.

The proposals, backed by the Buganda Lukiko (parliament), were rejected by the Constituent Assembly, which is now drawing up a new Ugandan constitution.
