Mr. Hoover died last Oct. 20 at the age of 90. The stamp is based on a photograph by the late Fabian Bachrach that was the official portrait for the 1932 presidential campaign. The Bachrach family has photographed every president from U.S.

In the field of white is the Great Seal of the United States in blue and red. Imposed on the vertical red and white stripes is the seal of the Coast Guard in blue and red.

The ensign is set against a blue background. Lettering is in white. It was designed by Muriel R. Chamberlain, chief of the art section of the division of typography and design of the U.S. Government Printing Office.

Forty million Coast Guard com- memorative postal cards will be printed by offset by the Government Printing Office. The Coast Guard serves under the Treasury Depart ment in time of peace and under the Navy in time of war. It was established by Congress in 1790, and began operations with one cutter, "The Massachusetts," built at a cost of $1,000, and manned by four officers, four mariners and two apprentice seamen. Collectors desiring first day cancellations may submit orders to the Postmaster, Newburyport, 01950 with full name and address-and with remittance to cover cost, which is 4 cents each.
