E.P. THANKS Sacred Heart, Mother of Roses, all Saints for favour received. C. T. M.l Mg.n Palestinians released by Israel THE GUARDIAN JERUSALEM Israel started to release 258 Palestinians yesterday as a goodwill gesture designed to inject new life into the moribund negotiations on the peace accord with the PLO.

The prisoners 250 men and eight women each had to sign a declaration supporting the peace accord and renouncing violence. Israel Radio said that the "security establishment," a euphemism for the Shin Bet secret police, had vetoed the release of several dozen more on the grounds that they were members of militant groups opposed to the peace agreement. The police minister, Moshe Sha-hal, told the radio that all the freed prisoners had completed at least two thirds of their sentence. Palestinian negotiators said that the latest release, timed to mark the Muslim feast of Id al-Adha tomorrow, was too little, too late. Freih Abu Medein, the justice "minister" in the Palestine Authority, said that Israel still had to free 1,700 prisoners under the terms of the Cairo Agreement, which introduced self-rule to the Gaza Strip and the West Bank town of Jericho.

Israel holds about 6,000 Palestinian prisoners, nearly 250 of them without trial. The issue of their release, highly emotional for Palestinians, also generates passion among right-wing Israelis, who frequently accuse the government of authorizing the release of dangerous militants. Negotiations on extending self-rule in the rest of the occupied West Bank have been badly disrupted by Israel's plan to confiscate Arab-owned land in East Jerusalem. It says the land is needed for more Jew ish housing. DEATHS GUIMOND, Gladys Alice (nee Powers).
