robbers imprisoned Four men arrested in the middle of a downtown bank robbery last March were given penitentiary terms' by Sessions Judge Maurice Allard yesterday. Pierre Belanger, 22, Robert Imbeault, 21, Robert Moisan, 21. and Robert Breton, 20, were all arrested March 5 inside a branch of the City and District Savings Bank before they even managed to escape with the $849 taken from bank tills. Belanger and Imbeault were each sentenced to four years in prison while their two partners were given two-year terms. South Africa keeps hangman occupied PRETORIA (Reuters) South African judges are keeping the hangman busy, defying a worldwide trend toward abolition of the death penalty. A leading law authority estimates South Africa hangs one out of every two criminals executed in the non-Communist world. Nearly all are non-white. Last year, the gallows were used 119 times at Pretoria Central, African prison, executions where are all carried out. Offenses liable to the death penalty include treason, murder, rape, armed or violent robbery, child stealing and certain crimes under the terrorism and suppression of communism acts.

In spite of a long list of capital crimes, most hangings are for murder, major political offenders are usually given long prison sentences. In 1942, there were only 12 executions, but since then the number has increased steadily and in the last 25 years, the death sentence was carried out 1,419 times. Government insistence on retaining capital punishment has been sharply criticized by a University of South Africa law expert, Mark Thompson. "At the moment, on the average, the shocking fact is that a man is put to death once every three days in the Petoria central prison, he wrote in the university's law faculty journal. He said South Africa was adding to its list of capital crimes at a time when Western countries were reducing the number of offenses punishable by death.

Arguing for abolition of the death penalty, he criticized South African legislators for taking little account of the highly emotional nature of most murder cases. Lawrence was in satisfactory conditon in the St. Luc Hospital. OBITUARIES HARRY E. RAND Funeral services will be held on Saturday, July 5, in Mahone Bay, N.S., for Harry Elliot Rand, a former Cote St. Lue alderman, who died yesterday in Canning, N.S.

A Squadron Leader with the RCAF during the Second World War, Mr. Rand was an employee of Northern Electric for more than 35 years. He was an alderman of the Montreal suburb of Cote St. Lue during the 1950's. Mr.

Rand is survived by his wife, the former Helen MacDonald, two daughters, Olive (Mrs. Ted Tilden) and Sherrill; and by a son. William. He is also survived by a sister, Kathleen (Mrs. Walter Fomby), of Alabama.

Mr. Rand was predeceased by his first wife, the former Edwina Archibald, in 1961. LEA ST. JAMES VANCOUVER (CP) A funeral service will be held today for Lea St. James, descendent of one of the first French families to settle in Canada and one of the first families to switch to Protestantism in Quebec.

She died just 10 days before her 100th birtliday. She was born at St. Michele. on July 8, 1869, and attended school in Grande Ligne, the Protestant community established when her grandfather, Guillaume Therrier, broke from the Roman' Catholic church and started the Baptist movement in the province. Miss St.

James attended the college started by the Protestant breakaways, the Feller Institute, and later became one of its teachers. In 1901, after graduating from McGill University, she went to the Sorbonne in Paris. After graduation she taught there for two years. Back in Canada, she went west in 1905 and taught French in Vancouver. She later taught at the British Columbia centres of Fernie, Port Alberni, Prince Rupert and North Bend.

She went east to teach at Feller College for a few years before her retirement in 1930, when she moved back to Vancouver. Judge urges Frenchman to return home Chief Sessions Judge Andre Fabien strongly urged Charles Roche yesterday return to France and complete his military service. The 23-year-old French musician, Fabien appeared yesterday before for sentencing on a charge of narcotics possession. Roche was arrested last March after police found an ounce and a half of hashish in his apartment. Judge Fabien the accused a suspended sentence after his lawyer explained that Roche was considering a return to France to serve his compulsory 18 months in the French Army.

Delicate negotiations have been under way since May and now are nearing conclusion. Soviet Charge d'Affaires Bores D. Piadyshev was summoned to a 45-minute meeting yesterday with foreign office chief, Sir Denis Greenhill, who outlined just how far Britain could go toward an arrangement. Details of the British counter were not disclosed. One possibility was that the release' of Brooke could lead to at least Mrs.
